We are looking for a technical specialist to join the Capital Markets Department within the Supervision, Policy and Competition Division at the FCA.
The Capital Markets Department focuses on supervision and policy relating to key aspects of wholesale financial markets, including primary markets, credit ratings and benchmark providers, trading conduct and transparency, and wholesale cryptoasset markets. We have a key role in delivering the FCA’s 3-year strategic priority to strengthen our wholesale markets and ensure that the UK continues to be regarded as one of the leading global markets of choice for issuers, intermediaries and investors, when compared to other high-quality markets.
The Primary Markets Policy team is responsible for the FCA’s Listing Rules and disclosure obligations for companies seeking admission to UK regulated markets, as well as ongoing transparency requirements. The team also has policy responsibility for other forms of capital raising activity, such as crowdfunding.
The team also leads on sustainability and ESG-related financial disclosures by listed companies, for example our rules requiring companies to report annually based on the Taskforce for Climate-related Financial Disclosures (TCFD) framework.
What you will be doing?
The successful candidate will be able to:
* Demonstrate or have the transferable skills to develop deep subject matter expertise on the FCA’s Listing Rules, the UK Prospectus Regime, and / or ongoing disclosure and transparency rules for relevant companies.
* Drive forward and deliver significant and high-profile policy projects.
* Undertake sophisticated analysis of existing complex policy frameworks to identify areas where UK markets could be improved.
* Identify key trends and themes in how wholesale markets are evolving, and create a strategic vision for how regulation can support growth.
* Communicate both in writing and in person in a compelling way, driving engagement with internal and external stakeholders on FCA policy priorities.
* Share knowledge and expertise across the team, department and wider FCA as a recognised subject matter expert, as well as supporting, mentoring and developing the skills of others to build and support individual capability.

* Lead, develop and implement the FCA’s high-profile strategic policy work reviewing the effectiveness of UK primary markets. This work includes formulating our policy response to Lord Hill’s UK Listing Review alongside HM Treasury’s (HMT) priorities in this area; and also developing policy in response to HMT’s fundamental review of the UK Prospectus Regime and considering recommendations from the Secondary Capital Raising Review.
* Develop and present policy positions in a compelling way to key stakeholders, including senior management, Government and industry groups.
This is an exciting opportunity to work at the heart of policy and wholesale markets in the FCA in an area that is subject to a high-profile reform agenda. The role offers exposure to a fast-paced, flexible environment which is well suited to those with strong analytical thinking and communication skills who wish to apply knowledge of primary markets in a regulatory context.
You will have the opportunity to work with and influence a wide range of regulatory and industry professionals, both internally and externally to the FCA. You will gain exposure to and be expected to advise senior management and executive committees within the FCA as part of your policy work.

Minimum Requirements
* Experience of reviewing detailed areas of regulation or law related to capital markets.
* Previous experience of working within wholesale financial markets whether gained from direct experience in the financial services industry, consultancy or at another regulator.
Essential Skills
* The ability to assess and analyse complex regulatory and markets issues in order to make sophisticated judgements and policy recommendations with confidence.
* Strong self-management and delivery skills to plan and drive forward large projects to demanding deadlines, including delivering through others, while also having the flexibility to manage multiple workstreams and adapt priorities when required.
* Experience of extensive stakeholder management, including on high-profile or contentious issues involving external and internal groups.
* The ability to take a highly collaborative approach to policy development and delivery.
* Strong written and oral communication skills, including the ability to distil complex issues into succinct analysis and recommendations, present publicly in a professional, compelling and persuasive way, while also asking probing and challenging questions of others when seeking input, and produce high quality publications, policy papers, briefings and other written communications to convey FCA policy proposals credibly and effectively.
* The capability to mentor and develop colleagues, support the management team, and add value to the wider organisation by sharing knowledge and experience.
