Coordinating Highways Consents and other requirements across three delivery areas in accordance with the Route-wide Traffic Management Plan. Liaising between the project, HS2 Ltd and the relevant stakeholders with regards to Highways Consents and proactively developing productive relationships which deliver benefits for all parties.
The Highway Consents Coordinator (HCC) will be part of the core Traffic and Highways team within the contract-wide Consents & Engagement function, providing a flexible service across three distinct delivery areas in separate geographic locations. Reporting to the Traffic & Highways Team Leader, the HCC will also work with the Highways Consents Managers based within the three delivery teams, providing a flexible resource to support consents delivery to ensure the needs of both the integrated project delivery team and the client are met.

Role Responsibility
* Assist the T&H Team Lead in ensuring all parties are coordinated and aware of all surrounding works, and provide operational support to the T&H teams where required.
* Collate and process where required, and track the progress of highways consent applications, producing reports in accordance with the client’s requirements.
* Investigate and provide information on highway-related non-compliances.
* Collate, process, and track the progress of applications to TfL through the Blue Book process, liaising with the TfL SWT Technical Interface Manager and TfL Engagement Manager.
* Work with the area-based Highways Consents Managers and Traffic Management Managers and the wider construction teams to ensure that the relevant delivery teams’ requirements are consented within a timely manner.
* Monitor the Consents Register, ensuring that consents are identified and progress is updated in accordance with the programme of works.
* Support the T&H Team Lead in ensuring works are planned and carried out in accordance with any relevant Undertakings and Assurances, and assist in the compilation and submission of evidence.
* Liaise with the Project team for the assessment of the impact of design and construction activities (e.g. ground movements) on 3rd Party assets and objectives, including development of instrumentation, monitoring and mitigation measures.
* Attend the Local Traffic Liaison Group meetings within the area of working in support of the area delivery teams as required, presenting current and future planned works.
* Submit Streetworks notices and/or notification of works through the agreed notification process, such as DfT’s ‘StreetManager’ as required.
* Attend site meetings, progress meetings and other meetings where required.
* Assist across the project to provide a clear vision of what highway and traffic related activities are in planning stages, planned and live.
The Ideal Candidate
* Understanding of the New Roads and Street Works and Traffic Management Acts.
* Understanding of the Streetworks noticing.
* Knowledge of Design Manual for Roads and Bridges (DMRB), Traffic Signs Manual, Traffic Signs Regulation and General Directions (TSRGD).
* Strong communication and listening skills.
* Ability to work under pressure.
* Ability to maintain and build relationships.
* Understanding of the High Speed 2 London to West Midlands Act, and the associated Highways consenting regime.

The Skanska | Costain | STRABAG (SCS JV) is delivering the HS2 London Tunnels Contract. Scope of works includes twin-bored tunnels (TBM), SCL tunnels, shaft sinking, bridge demolition and reconstruction, services diversions, earthworks and the construction of site compounds.
