You will be entrusted with safeguarding the well-being of personnel, preserving the environment, and maintaining operational efficiency through effective risk management and safety protocols. The FGen SO2 Safety HEO supports the directorates lead on all safety matters and safe operations across all sites. This considers adherence to plan, risk identification and mitigation, in addition to governance of projects in relation to any safety or related plans to operations or activity. As the SO2 Safety, you will support the SO1 Safety, to enable them to, provide subject matter expertise to DirFGen, via the Deputy Chief of Staff on matters of functional occupational health, safety, and environmental protection (HS&EP), liaising with FGen Deputy Directors, as HS&EP focal point, to ensure coordination and coherence of HS&EP tasks and deliverables, support awareness and sharing of best practice and facilitate collaboration both across the directorate, wider across Navy Command TLB and more broadly across the MOD and the Defence Enterprise. The role, and its teams, also supports DirFGen via Chief/Deputy Chief of Staff in producing dashboard managed information on HSE, Risk, Governance and Performance at various board meetings. As a Safety team the role contributes to the planning, execution, delivery, and reporting of Level 2 assurance audits of 30 Defence Marine Facilities in the UK and globally, in conjunction with the Port Operations SME. This position is advertised at 37 hours per week Job description 1. Lead as Focal Point Support [Leadership] Lead on and maintain the FGEN Safety-Risk register for all 1 area top priorities. Lead own area of work responsibility using Agile SCRUM methodology, reporting to the SO1. Lead engagement with all 1 areas and cohere all forums and activity for management boards. 2. SEMP (Safety and Environmental Management Plan) Sponsor, [Managing a Quality Service & Communicating and Influencing]. Support the SO1 in developing and maintaining the SEMP of arrangements to meet the 2 obligations and cohere 1 input to produce the overarching Health, Safety and Environmental Protection (HSEP) Plan, organisational structure and arrangements for DirFGen. Support the SO1 to develop and Implement HSE Policies: Formulate, review, and implement comprehensive health, safety, and environmental policies and procedures tailored to the specific needs of the Royal Navy. Regularly assess and update these policies to align with changing regulations and best practices. On behalf of the SO1, coordinate and secretary various FGen forums, including but not limited to; Accountable Persons Board (APB) and Accountable Persons Working Group (APWG). Support the SO1 to enable delivery at the Navy Safety and Environmental Working Group, which in turn supports the DCOS, as the FGen representative 3. SMS (Safety Management Systems) & Auditing [Managing a Quality Service & Working Together] Compliance Oversight: Support the SO1 to ensure strict adherence to all relevant health, safety, and environmental regulations, codes of practice, and statutory requirements, including relevant UK laws and international conventions. Support the SO1 in; planning, preparation, and delivery of programmed L2 assurance audits for Defence marine facilities, including writing and quality assurance of Advisory Visit and Assurance Audit reports. Training and Awareness: Design and deliver corrective action training programs to promote HSE awareness among Royal Navy personnel, fostering a proactive safety culture and empowering them to identify and report potential hazards. Incident Investigation: Support the SO1 in investigations into accidents, near-misses, and environmental incidents, analysing root causes and recommending preventive measures to avoid future occurrences. Note: Some of this will be delivered as part of a loaned resource in supporting the NCHQ 1 areas to perform compliance and audit activity. 4. Risk, Governance & Performance [Seeing the Big Picture & Managing a Quality Service]. Lead the safety risk, Governance and Performance Reporting Managers in 1 areas, in cohering and, coordinating HS&EP tasks and projects across FGen 2 AoR, and reporting to SO1 safety in a routine battle rhythm. Overseeing the; (a) Risk Assessing and Mitigation activity: Identify potential hazards, conduct thorough risk assessments, and develop strategies to minimise and mitigate risks to personnel, equipment, and the environment, (b) cohering and progressing 1 Risks for both the 2 Quarter Performance Risk Review (QPRR) and the Performance Delivery Review Boards (PDR). Emergency Preparedness: By SO1 Safetys direction, develop and oversee emergency response plans, ensuring that personnel are well-prepared to respond effectively to emergencies and crises. Linking to Business Continuity Plans and Management. 5. Information (Managed and Fora) [Managing a Quality Service] Data Analysis and Reporting: Collect, analyse, and report HSE performance data, presenting findings to the SO1 for products used to brief senior management and contributing to organisational decision-making. On behalf of the SO1, Facilitate means of Information sharing and development of good practice across Defence Ports and Marine Facilities through publication and promulgation of Monthly Bulletin, planning, organisation and deliver of Kings Harbour Master and Defence Ports Forums. 6. Net Zero Carbon [Seeing the Big Picture] Support the SO1 to implement the Defences ambition of Net Zero Carbon by 2030, overseeing and reporting on outstation activities. This is an embryonic and evolving discipline within the HSEQA role and will see increase over time. Aid the SO1 to cohere the FGen compliance with Navy Command Net Zero Carbon (NZC) objectives and governance. Person specification As self starting highly motivated individual is required for this role. Previous experience in delivering a safety or environmental protection role within a large organisation and knowledge and experience of incident reporting systems and their application to produce HS&EP management information is highly desirable. Ideally a NEBOSH General certificate or equivalent in Health and Safety; or Environmental Protection will be held,If not attained, must be willing to work towards attaining.
