To manage delivery of Capital Projects within the site capital project team.
Main Responsibilities
1. To act as a single point of accountability for delivery of Capital Projects, working with the site's nominated Capital Delivery Partner as well as other strategic partners to deliver against the project brief while following the Project Management Framework (PMF).
2. Manage projects as identified in the Capital Plan and aligned to the PMF, including the following:
1. Complete Business Analysis stage of the PMF including defining business benefits and assessment of potential feasible solutions.
2. Determine project tiering and procurement route to ensure co-ordinated approach in line with procurement guidelines.
3. Drafting of Project Investment Proposals (PIPs) and necessary submission documents for the approval of capital budgets.
4. Generation of the project Charter, User Requirement Brief (URB) and User Requirement Specification (URS) with the end customer as required by the project and interfaces with validation.
5. Co-ordination of design reviews, safety studies, GMP reviews and constructability assessments to shape the design and planning process.
6. Preparation of Pre-Construction Information (PCI) for accountable projects as well as client HSE requirements (e.g. F10 notification).
7. Co-ordination and attendance of FATs and SATs as necessary to provide oversight and acceptance.
8. Co-ordination of downtime and any production interruptions with the value streams, and oversight of commissioning and validation activities.
9. Management of stakeholders throughout the project lifecycle, including presentation of all proposals at site governance forums.
10. Drive all stage gate reviews for progression of projects as well as review of site governance documents (Plan A, Plan B, variation note(s)).
11. Management of all technical queries related to the project.
12. Management of the PIP budget, including purchase order placement, all resources to be capitalised and contingency.
13. Management of the project schedule throughout full project life cycle.
14. Management of change including variation note approval.
15. Management of the project risk register.
16. Manage / raise ECCs for project delivery, can utilise others if required.
17. Manage / raise EWPs and permits or utilise others as appropriate to enable project delivery.
18. Management and oversight of project delivery including installation, commissioning, validation, and handover.
19. Co-ordination of beneficial use sign off with the customer.
20. Completion of final close out actions for the project, including co-ordinating settlement of final accounts, asset capitalisation and all necessary document archiving.
3. Ensure compliance with all relevant EHS and Quality procedures.
4. Provide input into capital planning including cost and schedule.
5. Provide HSE leadership within sphere of influence.
6. Ensure Roles, Responsibilities and Accountabilities are fully understood by the project team, including sub-contractors.
EXPERIENCE & QUALIFICATIONS
Previous experience in managing NEC projects.
Knowledge and experience of project management, contract management through use of NEC 3 & 4, strategic planning, methodologies and construction delivery best practice.
Experienced in a complex stakeholder environment.
Hold a relevant third level qualification preferably in Engineering or related Project management discipline (Desirable).
Chartered/qualified with APM, ICE, RICS etc (Desirable).
NEC Project Manager Accreditation (Desirable).
Working knowledge of CEMAR (Desirable).
