Working in a multidisciplinary/multi-agency manner, the post holder will be responsible for the ongoing development, implementation, and monitoring of plans and policies in relation to the quality assurance, clinical governance, patient experience, and safeguarding agenda in relation to the duties of the West Yorkshire Integrated Care Board (ICB).
Provide specialist knowledge and advice to Executive Directors, Commissioning Managers, and provider organisations on all aspects of clinical governance, quality assurance, and safeguarding children and adults to ensure quality and safety are an integral part of all commissioning activities and service improvement initiatives.
Support the Director of Nursing and Quality in their role as Leeds place-based Lead Nurse by actively engaging with healthcare professionals to promote clinical engagement and involvement in commissioning and contracting for quality improvement.
Main duties of the job
This role is part of a consolidated team working across West Yorkshire and supports the Leeds place-based team. The main areas of focus for this role are as follows:
1. To inform the strategic direction for the ICB in respect of the systems and processes for Commissioning for Quality Outcomes and the management of clinical governance in line with national policy and local requirements.
2. To lead the Quality Team and Safeguarding team/s to provide specialist advice and support. Lead the organisation to continuously develop, implement, and manage the ICB clinical governance and commissioning for quality frameworks to ensure the ICB is compliant with statutory duties in relation to quality, safety, safeguarding, and clinical governance.
3. To demonstrate extensive knowledge of the quality assurance agenda to enable sustained improvements to be made at the interface with partner organisations. Network effectively to ensure good practice, new ideas, and lessons are shared.

Job responsibilities
Management and Leadership Responsibilities
1. Provide Senior Manager input into provider quality monitoring and service development meetings. Demonstrate excellent communication, leadership, and negotiation skills to negotiate quality improvement within these forums of which will be of a highly complex nature.
2. Support the PLACE-based performance management of provider serious incidents ensuring systems are embedded which provide timely responses to providers, maximising learning and providing the ICB with appropriate assurances.
3. Support the ICB Serious Incident management and investigation team assisting to ensure appropriate PLACE-based investigators are appointed, reports are produced in a timely manner, and learning is implemented in line with policy requirements.
4. Lead the Teams to continuously develop, implement and manage the ICB clinical governance and quality improvement information systems and reporting frameworks in line with national and local policy to enable the ICB to measure and continuously improve the quality of services it commissions.
5. Deputise for the Director of Nursing and Quality as a system leader.
6. Utilise negotiation skills to persuade and motivate managers and providers to engage and contribute to the ICB and provider quality improvement programmes. Reconciling conflicting views where there are barriers to implementation or understanding.
7. Provide specialist advice, support, and training in sometimes hostile, antagonistic or highly emotive atmospheres to promote the development and delivery of working arrangements that facilitate a partnership approach to the planning, delivery, risk management, and monitoring of services to provide quality assurance of the services commissioned.
8. Provide Senior Manager support to the complaints process in respect of communicating, conciliating and on occasion negotiating with complainants who remain dissatisfied with the handling of their patient complaint following an internal investigation. This will require the highest level of interpersonal and communication skills to enable to support what can be of an emotive nature and where opposing views need to be managed.
9. Establish good working relationships with the ICB Board members, Senior Managers, the local health community, City Council, the Voluntary Sector, Healthwatch, the ICS, CQC, and NHSE to support the development and implementation of the quality agenda in line with local need, provision, and regulatory requirements.
10. Routinely provide and receive highly complex, sensitive, and sometimes contentious information. Translate highly complex policy in relation to quality & clinical governance to ensure that the Board, Managers, and Clinicians are clear about the requirements placed on the ICB. Provide recommendations for implementation.
11. Take part in the on-call rota.
Planning and Organisational Responsibilities
1. Analyse and interpret national policy and guidance as it relates to the ICB quality and safeguarding agenda to ensure appropriate action is taken.
2. Lead the process for identifying present and projected ICB compliance with the ICB Operating Framework targets and associated plans which relate to quality & patient safety. Work with identified leads to ensure plans are produced, implemented, and routinely evaluated to provide assurance of increased compliance year on year.
3. Interrogate highly complex and disparate information in relation to quality systems, risk management systems and patient experience to identify trends and patterns. Produce reports to communicate the findings and formulate solutions which recommend the best course of action.
4. Advise and support the development of key performance indicators and quality frameworks for services to measure and evaluate quality in services commissioned by the ICB.
5. Exercise clinical judgment when advising on/reviewing the management of complex patient complaints/patient safety issues and other clinical issues relating to the clinical workforce and patient care delivery.
6. Provide highly specialised advice within this specialist field which will impact on the future patient care following review of highly complex Serious Case Reviews.
7. Ensure systems and processes are established and communicated to ensure timely implementation of national guidance/directives which encompass clinical governance.
8. Use sophisticated and evidence-based knowledge and skills and competencies to underpin the development, management, and monitoring of the ICB Clinical Governance strategies.
9. Provide the clinical assurances required to support the development of and reporting against the Board Assurance Framework (BAF). Ensure effective reporting is maintained to the ICB Board, the other relevant committees, and sub-groups.
10. Plan meetings, conferences, and training programmes as required to promote and deliver the ICB quality and clinical governance agenda.
Policy and Service Development Responsibilities
1. Analyse and translate national policy into local context to inform policy and strategy development in relation to the ICB Quality, CHC, and Safeguarding agendas.
2. Oversee the nursing agenda to harness best practice, drive up standards, and give consistency in outcomes.
3. Provide Senior Manager support and advice regarding the development, implementation, and review of Quality Key performance Indicators and provider quality improvement schemes (ie CQUIN) ensuring a sound evidence base, clinical involvement, leadership, and patient involvement.
4. Use clinical knowledge and expertise together with a sound knowledge of Good Governance to actively participate in the development and performance management of care pathways that are developed to meet the needs of service users and the strategic direction of the ICB.
5. Analyse information in relation to all aspects of the Clinical Governance and the risk agenda providing reports and recommendations for service development as appropriate.
Research and Audit Responsibilities
1. Work with the ICB Medical Director team to provide senior manager support to the development of the Clinical Audit plan to include Primary Care, ensuring research methodology is applied at the implementation and report writing stage. Promote clinical engagement in the audit and Research agenda.
2. Critically review national research and evidence of best practice to ensure evidence-based clinical policies/guidelines and protocols are developed for use in the ICB.
Managing Resources Responsibilities
1. Have delegated management duties in relation to the Quality team and Safeguarding team budget ensuring budgetary management complies with the ICBs standing orders and standing financial instructions.
2. Actively participate in the setting and delivery of team objectives and work programmes.
3. Manage the line management duties in terms of providing supervision and management. Ensure appraisals are undertaken and objectives set and monitored. Responsible for work planning and allocation, checking and evaluating work, undertaking supervision and identifying training needs for all line managed staff.
4. Authorize training and development activities for the team. Sign annual leave and travel claims.
Education and Training Responsibilities
1. Undertake formal presentations to the ICB Members, the ICB Board, sub-committees, and staff and other organisations when changes are proposed, to provide assurance on quality monitoring systems or on specific subjects in a manner that inspires confidence.
2. Advise Training provider regarding specific training requirements for the ICB workforce that are identified through implementing new national policy and/or recommendations from investigations into incidents.

Person Specification
Experience
* Significant post qualification experience with experience of working in a variety of settings across the health economy with recent experience of working at a senior level within a healthcare environment.
* A track record of leading change or taking a key role in service improvements within a clinical setting.
* Recent experience of setting and monitoring quality standards and outcome measures to drive continuous quality improvement.
* Teaching and presentation skills.
* Experience of managing staff.
* Project Management Experience.
Qualifications
* Clinically qualified with current NMC registration.
* Educated to Masters degree level or equivalent level in a subject relevant to the role.
* Specialist Post graduate knowledge, training in several disciplines including clinical governance, quality, information governance, patient experience methodologies, and clinical risk management.
* Leadership Qualification.
* Qualification in Safeguarding Children and Adults.
