About the Role and our Ideal Candidate
The purpose of the team is to work within the Shared Finance Service to:
* Prevent rent arrears from escalating in line with the Council's rent collection policies and procedures in an effort to prevent serious debt and homelessness.
* Identify where tenants may be experiencing difficulty in meeting their commitment to pay rent and provide debt counseling and advice or referral to the Financial Inclusion Team or any third party support service.
* Refer residents to internal and external support agencies, where appropriate, to ensure that their license can be sustained and the resident is supported throughout.
* Work proactively and contribute ideas to improve income maximisation for the council and for individual residents.
* Make regular and early contact with all residents in arrears through home visits, emails, telephone calls, texts/WhatsApp, and office interviews, sometimes outside normal working hours.
* Negotiate repayment arrangements with residents and take corrective action where such agreements are not maintained.
* Prepare and arrange service of Notices to Quit in the cases of PSL residents and ensure all pre-court protocol is followed.
* Attend any Court Hearings as witnesses when necessary in the absence of the Rent Arrears Recovery Lead Officer.
* Liaise with Kingston Council's Housing Department, Adult Social Care, Achieving For Children (AFC), and Financial Inclusion, to work towards the prevention of escalating arrears and homelessness.
* Assist in the induction of new members of staff.
As a Representative for the Council you should be able to:
* Carry out independent but medium risk interventions/assessments to identify customer needs or deliver services directly to customers.
* Assist less experienced colleagues in delivering complex service activities/assessments to meet or identify customer needs and develop own skills and experience.
* Provide advice and support to customers using Council procedures and policies.

The role of the Rent Income Recovery Officer (Temporary Accommodation) is part of the Shared Finance Service (SFS) team collectively responsible for delivering SFS activities to achieve our ambition. As the Rent Arrears Income Recovery Officer, the post holder will be working within the Shared Finance Service, for the Finance Housing Rent Income Collections and Enforcement Team to administer, collect, and recover Housing Rent and Temporary accommodation charges.
