The position forms part of the Trusts Supplies Contracting and or Category Management Team providing purchasing & contracting service for approximately £100m of annualised spend across a range of both medical and non-medical goods and services.
Whilst there is no direct budget management the post holder will be required to understand the Trusts budgeting process and the allocation of cost mechanism.
The department is targeted with cash releasing targets in excess of £4m pa and the post holder will be expected to significantly contribute in meeting this target. The post holder will work closely with user departments, usually as part of a Multi-Disciplinary Team, in order to understand their need and interpret these through to the appropriate commercial agreements.
You will help ensure that contractual coverage through the Supplies service increases incrementally in order to deliver best value for the Trust. The post requires the individual to manage a portfolio of strategic suppliers to the Trust and must ensure regular strategic meetings are held with such suppliers. Liaison at senior levels within both organisations is essential. To assist the Head of Contracts with implementation of Supplies policies and the organisations Supplies Strategy. You will be open to and understand change and its management and be confident in guiding a team. You should be able to recognise and develop new opportunities from working with Management Teams and Suppliers.
Main duties of the job
1. Under the direction of the Head of Contracts and or the Associate Director, Commercial & Procurement, to be responsible for the negotiation and purchase / contracting of a range of high value non-medical consumable items and services throughout Leeds Teaching Hospitals, that require analysis, comparison and assessment.
2. Manage the procurement functions in conjunction with members of the Contracting Team or Category Management Team, ensuring adherence to quality standards.
3. Lead procurement project teams, including tendering and undertaking Mini-Competitions across a range of categories.
4. Negotiate a range of contracts as agreed with the Head of Contracts providing best value across a range of products and services. Agree with the Head of Contracts or the Associate Director, Commercial & Procurement annual work plans for the Contracting Team, implement and monitor performance against the plan.
5. Work to pre-agreed K.P.Is to produce cash releasing savings which are reported to the Trust Board.
6. Carry out research and contributes advice on the introduction of new products and ensures that appropriate trials are undertaken and recorded and assist with the standardisation programme.
7. Manage certain members of the Contracting or Category Management Team on a day to day basis being responsible for their professional development and performances.

Implement devolved purchasing order processing for particular supplies customers ensuring that purchasing is undertaken within the agreed parameters and in accordance with the Trusts Standing Orders and Standing Financial Instructions.
Investigate, evaluate and implement alternative methods of supply and logistic routes in order to maximise the benefit to the Trust in terms of quality and cost managing the total supply chain for products and services.
Assist with the training of the Contracting Team to ensure that they develop appropriate competencies in the operation of purchasing order processing and office based systems.
Liaise with Finance colleagues particularly Creditor Payments and Financial Services to ensure effective cross team working.
