About the Team and the Role:
The job role is essential to the effective delivery of both operational and development of the library service. The role manages all operational aspects in the South of the county as well as having county-wide responsibility for Stock services, Mobile libraries, Home Library Service, the Library Management System and bespoke projects such as the Sensory Mobile Library (Discovery Den) which is the result of a large Arts Council funding bid. This post is pivotal for the library service to deliver our ambitious Community Powered agenda. It also manages a significant cost centre budget and a large team of staff.
The responsibility of developing Libraries, Library Stock, Mobile and Outreach and Digital Library services fit for tomorrow and beyond isn’t simple. Each one brings a completely different set of challenges, with teams spread across the county. However, if you have the strategic ability to understand what our community needs and the innovation to deliver it, the role will give you both personal and professional pride.
With a c. £3m budget and five managers to lead through, you’ll have the resources you need to broker contracts, manage resources and develop partnerships that re-shape the services under your direct control. In turn, you’ll support the Head of Service and the other Service Manager (North) as we make our Community Powered Action Plan and the Council Plan a reality.
Ultimately, that means improving processes and increasing capabilities – both in terms of our services and colleagues’ expertise. The end result will always be focused on making things easier and better for users – something you’ll have a big say about as part of The Local Services Management Team.
Key Requirements:
A natural analyst and inspirational manager, you’ll be creative in your approach – never afraid to use the best technology or practical solutions. We’re also looking for a real strength of personality: to not only astutely manage resources remotely but promote and deliver genuine change by bringing the best out of colleagues, partners, and stakeholders.
The Fluency Duty is outlined in the Code of Practice on the English language requirements for public sector workers. The Fluency Duty for this role is Required. You must be able to speak and provide advice in accurate spoken English to the public.
