My client a leading public sector organisation based in Belfast are currently looking for a Senior HR Officer to join their existing team. Hours: Monday-Friday, 9am-5pm, 37.5 hours a week Pay: £18.10 per hour Main Duties / Responsibilities Diversity and Inclusion To support the Human Resources Manager in the development and delivery of the Workforce Equality and Diversity Plan. To be responsible for the timely preparation of equality data, and assist the HR Manager provide detailed analysis and interpretation to fulfil statutory and organisational requirements; The requirements of the Fair Employment and Treatment (NI) Order 1998 annual monitoring and Article 55 Review submissions. The employment equality requirements of S75 NI Act Equality projects, FOI requests, parliamentary questions and data and information associated with case management. To provide a specialist role in the current HR Information System equality monitoring and reporting. To work locally and regionally to maximise the effectiveness of electronic equality reporting systems. To work regionally and locally to develop and maintain Equality Report User Manuals for HR staff and ensure the regular maintenance of Trust Employment Equality Data. To represent the Trust on the Systems Work Stream of the Regional Employment Equality Network and participate/lead on regional projects and working groups as required. To co-ordinate the monitoring of all staff across the equality grounds and to develop and implement strategies to encourage disclosure facilitating comprehensive analysis and informing affirmative/ positive action strategies where appropriate. To provide specialist professional advice and guidance to a range of managers and staff across the organisation in relation to employment and equality legislation, organisational policies, procedures and best practice. To take forward appropriate affirmative and/or positive action measures under the anti-discrimination legislation. To develop, review and deliver the mandatory equality training programme for staff in partnership with HR and Equality colleagues. To tailor, deliver and review bespoke and ad-hoc equality training programmes as required across the Trust. To manage and promote the annual (classroom based) mandatory equality training for all Trust staff. To produce mandatory equality training compliance reports by Directorate and liaise with Service Managers and HR Business Partners to maximise attendance levels and achieve compliance levels through the provision of bespoke and targeted training as required. To promote and review existing staff equality networks and contribute to their further development through the planning and organisation of events. Work collaboratively with a range of stakeholders and HSC bodies to promote partnership working with community, voluntary and special interest groups as appropriate. To act as a Bullying and Harassment Support Officer and as a Domestic Abuse Support Officer providing advice and guidance to staff and managers. To participate in the promotional and development initiatives as part of the Trust's commitment to Improving Working Lives, to progress the objectives of the Workforce Equality and Diversity Plan, HR Management Plan and Disability Action Plan. Staff Management To manage staff within the remit of the post. To participate in the selection, appointment, induction and training of staff within the team. To maintain good staff relationships and morale amongst staff within the Team. To review individually, at least annually, the performance of immediately subordinate staff, providing guidance on personal development requirements and advice on and initiate where appropriate further training. To take such action as may be necessary in disciplinary matters in accordance with procedures laid down by the Trust. Essential Criteria Degree or equivalent professional qualification plus two years' experience working in a Human Resources Role at Band 5 or equivalent. OR Five years' experience working in a Human Resources Role, two of which must be at Band 5 level or equivalent. Band 5 is defined as a role which operates at a Human Resources Officer level, managing a team responsible for the delivery of HR services in an organisation that employs a range of professionals to deliver a number of services and attracts a current salary of over £28K. Have at least one years' experience and knowledge of computerised information systems with the ability to collate, analyse and produce statistical workforce information. Excellent IT Skills using EXCEL and or Microsoft Power BI An ability to establish and maintain effective working relationships with a diverse range of stakeholders. Knowledge of HR Policies and Procedures & current Employment Legislation.
