About the role (External)
Engineering Services is a function within Route Services. We sit as a central team to provide national skills and activities which enable regions and industry partners to deliver the railway for our customers.
As a large central functional team which focuses on engineering delivery, we have many roles, ranging from pure engineering to project management. We design and influence every part of the railway, including structures, track, traction power, level crossings, signalling and accessibility schemes which are essential to keep our stations moving.
Being multi-disciplinary means we have great opportunities to work in design and development of new structures, structural repair schemes, level crossing improvements/closures, line speed increases and access for all schemes. Additional to design work we provide support to the asset management teams, carrying out structural inspections and assessments of existing bridge and canopy structures, some of which were constructed in the Victorian era, confirming current condition, and producing assessment calculations to safeguard structural capacity and extend their operational life.
Responsibilities:
* Manage the development remit for a proposal so that it properly describes the engineering requirements, scope, possibilities and operational performance targets and maintain a robust challenge to sponsoring engineers and managers.
* Manage all engineering and development activities to ensure schemes are affordable, meeting programme requirements in a safe & environmentally responsible manner for time, cost and quality.
* Develop suitable engineering options for proposals considering safety, reliability, operational capacity, maintainability, ease of construction, and environmental/whole life issues.
* Confirm whether strict change control is maintained on scope development; evaluate cost, time and performance impacts.
* Manage the engineering interfaces of allocated proposals with concurrent work in other disciplines, or within other programmes.
* Monitor, assess, evaluate and audit Consultants and Contractors during project delivery.
Essential Qualifications:
* An engineering degree or equivalent industry-recognised training qualification.
* A demonstrable aptitude for option development.
* Strong evaluation and decision-making skills.
* A working knowledge of rail engineering.
* CDM, Auditing and risk assessment competencies.
* Experience of acting in the role of Contractors Engineering Manager (CEM) for PACE stages 0 to 2.
* Chartered Membership of a relevant professional engineering institution.
