Our client is looking for an experienced Transport Area Co-Ordinator.
Reporting to the Integrated Transport Unit (ITU) Manager, to
be responsible for coordinating transport arrangements throughout Flintshire, ensuring the
delivery of safe and efficient transport services, acting as a central point of contact for
parents, customers, establishments, and providing professional support to Flintshire staff and
Members on a range of transport operations matters, including public transport (services,
infrastructure), community transport, home-to-school transport, SEN/additional learning needs,
adult social care, college and children’s services transport. Responsible and accountable for
delivering a proactive, excellent customer focused service, and for the quality and performance
of transport operations within a geographical area and effective contract management of a wide
range of projects, programmes and infrastructure.
Comply with relevant health and safety legislation, policies and procedures in the performance of the duties of the post, including promoting a “safety culture” within the service; controlling and minimising risk; reporting any apparent deficiencies; undertaking relevant training and development activities and responding positively to new and alternative systems of work.
Comply with all legislation, governance and regulations relevant to the role, ensuring any changes are highlighted, and implementing any necessary updates or changes when required. Follow nationally recognised good practices to deliver maximum efficiency, flexibility and value whilst complying with the Council’s statutory, regulatory, advisory and strategic responsibilities for the service and its stakeholders.
Carry out the day-to-day supervision of school transport escorts/passenger assistants, including recruitment, performance and attendance management; escalating matters as necessary; ensure that they fully understand their roles and what is expected of them in terms of health and safety, customer care, customer satisfaction and productivity.
Raise purchase orders and invoices in line with Financial Regulations and Contract Procedure Rules ensuring accuracy and punctuality; check and process transport accounts for payment; challenge costs/variations to ensure that they represent value for money; undertake day-to-day monitoring of transport costs against budget estimates and report progress and expenditure.
Coordinate transport services, infrastructure and operations within a geographical area, taking pride in own area and maximising performance to ensure that services comply with best practice and are integrated, through the effective development and management of service providers and projects to ensure the provision of a seamless, comprehensive service for those who live, work, visit or travel in the region. Ensure that bus shelters, stops, poles and timetable cases are fit for purpose and display accurate information, ensuring that repairs and maintenance is coordinated effectively.
Assist all other members of the team as required and be flexible in providing cover for other team members and other geographical areas, responding to emergency situations outside normal office hours as and when required. Share responsibility for the development and completion of business objectives for the team and participate in monitoring their achievement.
Assess and determine the eligibility of individual applicants for services, using independent judgement in the light of experience and training received, ensuring that only eligible applicants receive services. Conduct research and consult with staff of other Council departments, and those in external organisations, as necessary, to consistently arrive at sound decisions regarding individual applicants’ eligibility for services.
In conjunction with the Procurement Service, to assist in procurement exercises in accordance with policies and procedures, drafting specifications and preparing tender documentation, evaluating tender submissions and schedules of rates as required, notification of successful and unsuccessful tenders.
Ensure the effective contract management of a wide range of suppliers and transport service providers, including issuing and ensuring completion of contract documentation, monitoring and managing day-to-day contractor performance against agreed measures and standards, investigating contractual issues, and fostering productive working relationships with service providers, colleagues and stakeholders in order to manage contract changes and other general issues and tasks. Contribute to and participate in contract management meetings as appropriate. Carry out route and service monitoring and compliance inspections / site visits, ensuring escalation of issues when required.
Support and assist in effective transport management and the successful delivery of a variety of transport projects and initiatives to achieve key service outcomes, including supporting and engaging with stakeholders, liaising and coordinating transport operators (taxi, bus, rail, community transport), promoting and enabling safe, healthy and sustainable travel, transport and infrastructure.
Communicate effectively with colleagues, form and maintain good working relationships with team members, internal and external customers and contacts to ensure delivery of a consistent and highly effective service. Investigate and respond to service requests and complaints, providing a response in accordance with the Council’s policies.
Acting as the first point of contact for parents, customers, establishments, build positive and productive working relationships with all customers and stakeholders, delivering excellent customer service and seeking ways to continuously improve and exceed expectations. Take responsibility for enquiries and complaints from all parties (customers, Councillors, MP’s etc.), providing full case details and responding as required. Deal appropriately with all telephone calls and correspondence received.
Responsible for comprehensive and efficient recording of information and the management of electronic and paper records for all activities, including transport publicity and promotional material, updating roadside public transport information as and when required. Prepare statistical and written summary reports, notes and KPI’s for managers and senior managers on progress and problems against set objectives and be prepared to explain and present information to others when required. Responsible for managing and collating the data required for all relevant performance monitoring in the team, ensuring targets and objectives are being met.

The role involves the effective day-to-day supervision of school transport escorts/passenger assistants; therefore, a proven record of having worked at a supervisor level would be beneficial.
