The post is based at our head office in Darwen, just off Junction 4 of the M65. We operate hybrid working giving you the flexibility to work from home as well as in the office once training is completed.
Main duties of the job
As a Payroll Operations Manager, you will lead, co-ordinate and manage the Payroll Team Leaders ensuring the delivery of the organisation’s contractual commitments to promised quality/timescales and in line with professional standards, national policy and frameworks.
You will work under the direction of the Payroll Client managers and act as operational lead in co-ordinating and planning the work activities and recruitment across the department and undertaking the operational management for tasks to given client groups whilst working to specified timetables.
You must have strong communication and organisational skills, alongside a strong knowledge of NHS Payroll and Pension legislation, with a proven track record of leading a large payroll team.

Detailed job description and main responsibilities
* To oversee the operational activities ensuring timely and accurate delivery of Payroll Services whilst ensuring all payments are made in accordance with National Terms and Conditions unless specific written approval or local variations have been agreed in accordance with Trust procedures.
* Ensure that the statutory requirements and returns are complied with and returned within statutory timescales, providing training and ensuring all tasks are undertaken by team leaders.
* Provide comprehensive training for Team Leaders, Payroll & Expenses Officers in areas of new development, ensuring awareness of changes derived from circulars, user notices and new legislation.
* To maintain personal, in-depth and up-to-date expertise across all aspects of NHS pay, terms and conditions of service providing advice and support to senior Client Heads of Service.
* Liaise with the Pensions Manager to ensure that all NHS Pension records are maintained and remain compliant with Scheme regulations.
Person specification
Qualifications and Education
* Educated to foundation degree level or equivalent knowledge/experience in payroll working processes
* GCSE in Math’s & English Grades 9-4 (A*-C) or equivalent
* GCSEs in 3 other subjects Grades A-C or equivalent
* Expert level of knowledge of NHS Terms and Conditions of Service
* Knowledge of ESR Payroll or Payroll Experience.
* Hold or be studying towards IPPM Diploma in Payroll Management or NVQ level six or demonstrate knowledge and experience to an equivalent standard within NHS payroll
Knowledge and Experience
* Previous Experience in a managerial role
* Knowledge of Statutory or Pension legislation
* Experience of working in a Pensions, Payroll or Finance office
* Willingness to develop knowledge of NHS pay, pension and appropriate statutory regulations
* Knowledge of NHS Pension regulations
* Knowledge of NHS Terms and Conditions
* Knowledge of ESR Payroll or Payroll Experience
* Experience of ESR, National Payroll System
* Ability to develop knowledge of NHS pay, pension and appropriate statutory regulations
