The primary purpose of this position is to provide oversight and direction to a servicing team supporting an assigned area of responsibility that encompasses one or more installations/bases. Directs, develops, evaluates and rewards or disciplines section work force consistent with the civilian personnel policies and practices Plans, organizes, and directs the activities of US Employee Relations, Entitlements, Staffing, Recruitment, Position and Resource Management and Classification ensuring the assigned team complies with legal and regulatory requirements and meets customer needs Provides authoritative technical assistance to subordinate HR employees, applicants, managers, supervisors and civilian workforce Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes providing human resource and quality of life guidance to the organization; management of the civilian personnel program, which entails the acquisition, retention, training, motivation and use of the civilian work force and associated resources for serviced organizations; negotiating, coalition building, and conflict resolution; affirmative employment processes and policies, recruitment and placement processes; management advisory techniques. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: A sound theoretical knowledge and practical understanding of federal civilian personnel management functions, theories, and techniques and of the relationship between the various personnel specialties, to include affirmative employment; common employee benefits programs, including health, life and retirement; disciplinary and adverse actions; overseas benefits and entitlements; classification, position management, and resource management Ability to perform in-depth research, gather facts, and use extensive and effective analytical and evaluative methods to accurately assess information and make sound decisions involving complex civilian personnel management problems Knowledge of negotiation and conflict resolution techniques to resolve problems, advise management, and interact in highly charged emotional situations Knowledge of the concepts, theories, principles, laws, rules, and regulations governing U.S. Federal civilian and ministry of Defense (MOD) civilian employees Broad understanding of command or agency's objectives, mission, and operating programs and the implications on command personnel management programs Ability to communicate effectively with others, both orally and in writing???????
