Salary: A competitive salary from £57,600 - £86,400 depending on the experience you can bring

We have identified the need for a Value Management Office (VMO). To support this strategic initiative, we are seeking a Framework, Planning & Risk Assurance Manager to join our team on a permanent basis in Edinburgh. This role offers the opportunity to shape and influence a critical function within our organisation, ensuring alignment with business objectives and long-term value creation.
Reporting directly to the VMO Director, the Framework, Planning & Risk Assurance Manager ensures multi-modal delivery governance, risk controls, and portfolio performance tracking to drive efficient and compliant execution across the transformation.
Key responsibilities will include but are not limited to:
* Drive the coordination and execution of quarterly planning cycles across Agile and Waterfall teams.
* Ensure alignment of planned initiatives with strategic priorities, financial targets, and available capacity. Facilitate cross-functional discussions to mitigate bottlenecks and prioritise high-impact transformation effort.
* Define and implement robust governance controls that drive accountability, transparency, and compliance with organisational standards. Ensure assurance mechanisms provide actionable insights for continuous portfolio optimisation.
* Develop and implement an integrated framework that supports Aegon's delivery approaches.
* Leverage data analytics to pinpoint inefficiencies in the delivery process. Identify recurring blockers, workflow constraints, and process waste that impact delivery velocity, and drive targeted interventions to improve execution effectiveness.
* Develop and implement a structured RAID management framework that ensures timely identification, tracking, and resolution of key delivery risks at portfolio level.
* Work closely with governance teams and VMO leadership to ensure that risk management strategies are integrated into the portfolio decision-making process.
* Strong collaboration with 2nd and 3rd line risk functions ensuring robust governance and compliance.
* Continuously assess the effectiveness of governance processes and delivery frameworks. Identify opportunities for refinement, simplification, and automation to reduce administrative burden and improve agility.
We'd love to hear from you if you have:
* Extensive experience in transformation delivery, with a strong track record of leading and contributing to successful change initiatives.
* Knowledge of VMO and PMO methodologies and how they interlink.
* Excellent RAID management experience, ensuring proactive identification, assessment and mitigation of potential challenges to support the safe and successful delivery of the portfolio.
* Deep understanding of products and services as well as the vision or target state.
* Practical knowledge of multi-modal delivery approaches including experience of Agile delivery methodologies.
* Knowledge of Regulatory demands and how they apply across a transformation investment portfolio.
* Experience of engaging senior stakeholders to educate and explore digital transformation opportunities.
* Knowledge of traditional project management, including tracking and reporting metrics (budget, schedule, quality), configuration management, status reporting (both to client organisation and own organisation), risk and issue management, and ensuring there is a clear process and governance for all these points.
* Practiced and well-developed research and analytical capabilities, strong problem-solving skills, and creative thinking.
* Proven ability to support development of a strategy as well as execute the tactical implication of that strategy.
