Job Summary
An exciting opportunity has arisen for the right individual to fulfil the role of Head of Emergency Preparedness, Resilience and Response (EPRR). This is a permanent, full-time position (37.5hrs per week) commencing in March 2025.
The post holder is accountable for all aspects of EPRR (including HART) within SCAS, ensuring that the services are delivered to agreed quality, financial and legal standards.
The post holder requires strong leadership skills and experience to drive change in line with the strategic direction of the Trust.
You will lead a diverse team of people, and the role will require strong working relationships across internal and external stakeholders.
Main duties of the job
To support the Assistant Director of Operations by providing operational leadership and accountability for a delegated department of SCAS.
As a senior manager within South Central Ambulance Service you will be required to provide strong leadership to your team to ensure the effective provision of services, and to champion change in the organisation. You will hold your team to account, provide support and ensure they foster a positive attitude towards the organisation.
You will lead collaborative working with internal and external partners, agreeing and delivering services that meet local and national needs.
You will be accountable for the ability of SCAS to fulfil its responsibilities under all relevant legislation / requirements, including the Civil Contingencies Act and the EPRR Core Standards.

Job Description
Key Duties And Responsibilities
* Indirectly accountable for the delivery of EPRR across the Trust, liaising directly and working in partnership with stakeholders, devising plans for organisational resilience against national and local quality standards and requirements, and other key performance indicators.
* Ensure the highest standards of patient care are delivered by the Trust. Working together with the Patient Safety & Clinical Directorate, promoting and encouraging staff to continuously improve the quality of the care they deliver to patients while ensuring that clinical staff are delivering care in emergency, urgent and primary care settings to agreed performance standards.
* Ensure that the EPRR Management Team deliver the standards of performance and patient care and achieves agreed local and national standards, monitored against contractual obligations and that performance meets the expectations of the trust, providing support and guidance as necessary.
* Develop collaborative working relationships with stakeholders to identify and deliver the requirements of EPRR and other legislation to the Trust's needs, seeking new business opportunities, in line with the strategic direction of the trust.
* Accountable for the implementation of the Trust's EPRR agenda in relation to operational delivery in specific key areas, ensuring that the Operational Management Team understand their responsibilities in relation to the delivery of the regulations.
* Work in collaboration with the Assistant Director of Operations to meet the demands of the service, overseeing the implementation of strategic changes, plans for improvement and service redesign in a balanced and achievable way, ensuring these do not impact detrimentally on service delivery and that stakeholders, both internal and external, are engaged at all stages of the implementation.
* Work collaboratively with the Heads of operations to ensure there is a robust system of emergency and resilience planning and management, and that the Trust has the appropriate capacity and capability to respond to civil emergencies across the Trust.
Person Specification
Qualifications
Essential
* Educated to degree level or can demonstrate equivalent level of appropriate work experience.
* Evidence of Continuous Professional / Personal development.
* Diploma of Health Emergency Planning (Dip. HEP) or equivalent graduate or post-graduate qualification.
Desirable
* Management Qualification e.g. ILM/CMS/DMS.
* Registered HCPC Paramedic or RGN Nurse.
Knowledge and Experience
Essential
* Experience of managing an emergency services function in an operational capacity.
* Previous experience of successful supervision within an operations environment.
* Knowledge of Government policy with regard to the development of NHS Services in an emergency setting and National Ambulance Standards.
* Understanding of the changing role of the Ambulance Service and the alterations to service delivery models.
* Demonstrates a good knowledge of the concepts and practical implications of evidence-based practice needs assessment, effectiveness, prioritisation and appropriateness.
Desirable
* Experience of working with critical systems in an operational setting.
* Demonstrable knowledge of the changing NHS environment and structures.
* Knowledge of clinical care in a pre-hospital setting.
