You will work within the Energy Delivery Team to assist colleagues in achieving Natural Resources Wales (NRW)'s remit for renewable energy targets in Wales, applying the principles of Sustainable Management of Natural Resources (SMNR) to your work. You will act as a senior supplier for civil engineering. You may also be required to act as an executive for projects including board reporting and risk management, within strict governance procedures. You will work with the wider business to translate regulations, standards and approved codes of practice into operational guidance. This role provides civil engineering expertise, ensuring engineering solutions are compliant with NRW design standards, in-turn influencing renewable energy developer designs and construction phase plans. You will be responsible for asset management during the operational phase of development and for advising liaison officers on compliance with operating procedures and NRW lease obligations. This role involves desk and site-based work on the WGWE in North & Mid Wales. You will direct other technical / engineering staff within the team, and may lead them through complex or highly technical specialist programmes of work. You will be required to work on a number of projects simultaneously and are expected to provide leadership across our project portfolio. You will report to the Energy Delivery Team Leader, in the Northeast Operations structure. This exciting and challenging role will part-resource an additional new Welsh Government service level agreement. What you will do Responsibility for the Asset Management of energy and commercial primary infrastructure and ensure NRW’s legal obligations within the operational leases are safely delivered. Responsibly manage the regional allocated budget spend authority of £100,000. Act as framework contract manager for contracts raised within energy development areas. Issue Early Warnings, agree Compensation Events, valuations and defects lists, sign off works on completion as per the NEC3 contract procedures. Lead on the delivery of the annual primary and secondary infrastructure programmes required to deliver the NRW Timber Marketing Plan within energy and commercial development areas. Ideally have proven experience in delivering a maintenance programme. Provide professional advice on engineering and technical issues in order to gain consistent, practical solutions and value for money in the delivery of the work. Produce and manage the minerals strategy for energy developments including a programme to identify strategic quarries and anticipated stockpiles under licence and their safe management under the quarry regs 1999. Understand and apply current legislation, rules and procedures relevant to the job. Encourage and develop a safety conscious culture within the team to deliver work programmes without risk to the health & safety of the team or any other individual, and to help deliver safe & clean engineering operations. Your qualifications, experience, knowledge and skills In your application and interview you will be asked to demonstrate the following skills and experience using the STAR method. Act as ‘Principal Designer’ (or) as advisor to regional client for CDM 2015. Competency in ground engineering design and specialist experience of large-scale construction developments on a variety of upland ground conditions e.g. electricity cable networks, abnormal loads, quarrying, act as client for specialised work such as structural design of bridges. Competent and experienced in NEC ECC forms of contract – discharge the duties of project manager under NEC ECC. Experienced user of technical design packages, For example GIS, AutoCAD, AMX. Specialist knowledge of drainage and water management in upland Wales to comply with Forest & Water guidance and the Water Framework Directive. Competent designer of all forest infrastructure. Knowledge and relevant experience in consulting and implementing environmental considerations; habitats, conservation EPS. Knowledge of concrete and timber bridge construction. Knowledge of mobile GPS, to be used in planning works, providing principal setting-out points and general surveying. Member of professional body e.g. ICE. or be able to work towards this through agreement with the Team Leader. Recognised industry standard health and safety card. ‘CSCS’ or similar. Qualified or willing to achieve PRINCE 2 Practitioner within 2 years of taking up the post. Able to apply Project Management techniques including product delivery and board reporting within strict governance procedures. Quarry Manager Duties; the position will ideally hold a SHE Quarry management NVQ level 4 or, with some previous experience, aim to achieve this qualification within 5 years of taking up post with support from NRW.
