We are currently recruiting for a talented and motivated commercial manager to join our cost & commercial management business unit, to support on a variety of highways infrastructure commissions and frameworks.
The project:
You will initially be working on the A428 Black Cat to Caxton Gibbet National Highways scheme, which is a billion-pound project set to transform journeys between Bedford and Cambridge. This unique opportunity involves constructing a new 10-mile dual carriageway, enhancing connectivity, and supporting regional growth.

As a Commercial Manager, you will be responsible for managing the commercial aspects of the projects. This may include supporting pre-contract and operations, managing commercial risk and opportunity, ensuring accuracy of forecasts, and adhering to all commercial reporting procedures. You will need to build strong relationships with clients and work within integrated project teams.
Supporting the delivery of projects providing pre-award, procurement and post-award contract administration support, monitoring compliance with contract obligations and driving value from the supply chain.
Work within an integrated project team to provide commercial assurance and expertise to client project team, providing a "cradle to grave" commercial function.
You’ll be responsible for:
5. Cost Assurance: Provide end-to-end cost assurance and verification through interim payment review, defined cost auditing and progressive final accounting.
6. Change management: Review project change/ compensation events both in principle and quantum.
7. Monthly Reporting: Report monthly on scheme budget expenditure, forecast out-turn, earned value management, and detailed explanation of variances.
8. Support management of budget and spend profiles: Continually identifying ways to improve cost performance.
9. Supplier performance monitoring: Carry out audits of all supplier payments and provide commercial challenge and expertise for third party agreements, monitor and report their performance and compliance.
10. Contractual Advice: Provide specialist contractual advice on financial, programme/time, and contractual related issues.
11. Continual Improvement: Identifying areas of learning and any recommendations for commercial efficiency improvement then working with the Centres of Excellence to provide a continuous feedback loop of best practice.
12. Development of junior commercial resource: Proactively creating an environment to maintain the wellbeing and development withing the team.
You’ll need to have:
13. Demonstratable experience in commercial management, preferably in a highways/infrastructure, but other sectors considered.
14. Experience with NEC forms of contract.
15. Strong contractual and financial acumen.
16. Excellent data analysis and digital quantity surveying skills.
17. Proactive and detail-oriented with strong problem-solving skills.
18. Experience in contract management and financial management systems (e.g., AREA PRISM, CEMAR).
You’ll also have:
19. Degree in quantity surveying is preferred (or other commercially related discipline).
20. Professional memberships are an advantage but not essential.
