Mid and South Essex ICS has committed to delivering three major strategic digital change programmes, with one of these programmes being the Mid and South Essex Shared Care Record. This programme is currently being implemented across Mid and South Essex Health and Social Care organisations and will transform how we deliver care to our residents, through enabling front line health and care professionals to access a multi organisational view of a person’s record, helping them make more informed decisions at the point of care. We are currently within the implementation phase, so this is an exciting time to join the programme.
We are recruiting a technical lead for the programme to provide strategic direction on solutions design, technical expertise to shape core technologies for the integration of records and as well as the leadership experience to support driving the successful delivery of a large-scale digital programme. This role will offer opportunities to work system-wide, so will require excellent relationship management skills, as you will be working with senior leadership and their teams across a variety of professional disciplines and organisations, leading on managing the technical element of the supplier relationship as well as needing to maintain and build relationships with other key stakeholders, both regionally and nationally, as well as with third party organisations.
The role will work alongside the Shared Care Record Programme Manager to drive delivery of the programme on a day to day basis by ensuring the programme team and key stakeholders have the visibility they need regarding the technical elements of the programme, so you will need well developed communication skills, particularly in terms of communicating technical detail to a non-technical audience.
Whilst the role is fixed term for 18 months initially, the programme itself is funded over multiple years.

• The post holder will ensure that the MSE ICS Shared Care Record solution is supported properly as a secure electronic data sharing platform across our provider organisations and beyond. They will find opportunities for systems exploitation by designing technical solutions to assist the ICB in optimising on current connections or developing new connections beyond and not exclusively to the health and social care sectors.
• The post holder will lead the technical elements and wider system programme team to ensure that technical workstream and programmes are planned and carried out effectively, safely and securely.
• The post holder will develop and implement solutions for improving the flexibility and efficiency of systems integration, reducing the complexity of information systems in a cost-effective manner.
• This post will be responsible for the main technical work with the supplier and with system partners and their IT providers. They must have an expert understanding of clinical data as well as thorough technical expertise.
• The post holder will be responsible for the development of programme documentation including; any technical standard operating procedures, technical documentation, technical process implementation (such as testing) and assurance reporting, including root cause analysis, problem management, technical specifications and roadmaps.
