IV Access Clinical Nurse Specialist

Job overview
To insert medium/long-term intravenous devices including but not limited to midlines and Peripheral Inserted Central Catheters (PICC).
Assess, plan, implement and evaluate programmes of evidenced based nursing care in relation to IV management and access.
To provide specialist advice and work closely with all members of the multi professional teams throughout Liverpool University Hospital NHS Foundation Trust in relation to IV management and access.
To provide management and leadership for the nurse led IV placement team.
To review and update the Trust IV protocols.
To review and coordinate, or where necessary establish appropriate training is in place for all healthcare professionals involved in IV management.
To review and co-ordinate and where necessary develop a process of ongoing competency assessment for healthcare professionals involved in IV management (including aseptic technique).
To provide specialist support to nurses, healthcare professionals, other trust staff, patients and visitors in relation to IV management.
To contribute to and update Trust wide audit process for IV management.
Main duties of the job
Insert medium/long-term intravenous devices including but not limited to midlines and PICCs.
Perform comprehensive assessment of patient nursing needs, plan, implement and evaluate care delivery according to changing health care needs in relation to IV management and access.
Perform advanced clinical skills in relation to IV management and access. Collect, collate, evaluate and report information, maintaining accurate patient records. Involve patients and carers/relatives in the planning and delivery of care and development of services.
Work collaboratively with other professionals and agencies to ensure patient needs are met, especially in relation to ongoing care needs and discharge arrangements.
Establish and maintain effective communication with patients and carers/relatives, and professionals across health and social services.
* Develop knowledge and practice in an area of work regarding IV access and placement and management. This will include the use of specialist equipment (e.g. ultrasound).
To perform and report Trust wide audit process for IV management.
* To assist with research and development.
* Contribute to the development of IV services and aseptic technique/ANTT including placement (including placement under ultrasound), education, competency testing and audit.
* Contribute to quality improvement around IV management.

Detailed job description and main responsibilities
* To organise own specialist workload.
* To prioritise workload of themselves and others (as required), assess performance and provide clear constructive feedback to team members.
* To be empathetic and reassuring when communicating highly sensitive condition related information and advice to patients, carers and relatives.
Managerial/Leadership.
Provide specialist, expert clinical knowledge to clinical colleagues, patients and carers/relatives in relation to IV management and access.
Undertake clinical supervision of nursing colleagues on an individual or group basis in relation to IV management and access.
Evaluate service delivery, identify areas for improvement and initiate change in relation to IV management and access.
Ensure the effective and efficient use of physical and financial resources; make recommendations regarding supplies and equipment in relation to IV management and access.
* To influence and prioritise the development of knowledge, ideas and work practice in self and others.
* To encourage others to seek advice and solutions to problems in relation to IV management and access.
* To identify and manage challenging behaviours which may create a barrier to optimal IV management.
* To ensure efficient and effective use of material resources/supplies.
* To identify any problems with resource use/availability and make recommendations for corrective action which are consistent with team objectives and organisational policies.
* Advise on product purchasing in relation to IV management.
Education and Development
Identify learning needs, plan, implement and evaluate programmes of education to meet identified need in relation to IV management and access.
Participate in the education of pre and post registered nurses, and curriculum development where appropriate in relation to IV management and access. Address specific health targets e.g. CQC, NSF related to own area of practice through education.
Ensure own compliance and compliance of others with regard to mandatory training and PREP requirements.
Contribute to the development of a learning organisation alerting managers to resource issues which may affect this.
* To participate in specialist IV education and training programmes.
Clinical Governance
Identify need for, and undertake, research, clinical audit, benchmarking and equipment trials, in order to improve effectiveness of patient care in relation to IV management and access.
Disseminate research and audit findings through presentation to professional groups and publication.
Responsible for the development and implementation of policies, procedures and guidelines relevant to own area of work.
Promote patient and public involvement activities in relation to IV management and access leading to service improvement.
Promote peoples equality, diversity and rights.
* To ensure own actions promote quality and identify and manage any risks.
* To lead in setting and maintaining optimal standards of clinical practice in relation to IV insertion and management.
* To keep up to date and act consistently with quality standards and guidelines within their own clinical area and associated areas.
* To evaluate and review the quality of their own work, and where necessary make the appropriate improvements.
* To have an understanding of the quality agenda and how standards of care can be maintained.
* To monitor the quality of work in own area, raise quality issues and related risks and bring to the attention of others.

Person specification
Qualifications
* Registered Nurse with Current NMC Registration.
* Evidence of education undertaken at diploma level.
* 1st level degree or equivalent experience.
* Post registration education in Intravenous Therapy Administration/ Care of VADs (within the previous 12 month period).
* Teaching and assessing qualification or equivalent.
Experience
* Demonstrable post registration experience in an acute hospital environment.
* Skilled in cannulation and venepuncture.
* Competent at insertion/removal of various vascular access devices or with appropriate training.
* Experienced in intravenous therapy administration (This experience must be current).
* Extensive experience in the care and maintenance of various vascular access devices within the acute clinical arena.
* In depth knowledge of infection control and prevention in relation to vascular access device management.
* Participation in research.
