AtkinsRéalis, Balfour Beatty and Egis Road Operations UK are part of a consortium, creating Connect Plus Services, a unique partnership with a collective strength in highways asset care from finance, through to design, build, maintenance as well as day to day operation.
As part of our 30-year remit to manage and improve the capital's orbital motorway network, we deliver major improvement projects, such as widening 38 miles of the M25, refurbishing tunnels and bridges, and installing hundreds of variable messaging signs and gantries, helping to maximise the use of the network and deliver more reliable journeys. We also manage the Dartford River crossing and operate and maintain 440 kilometres of motorway providing our customer and road user with a world-class highway service.

Role Purpose:
Structural review, leadership and management of technical deliverables and advice provided by Framework Consultants. Management and provision of cost-effective design solutions to maintain or improve the M25 structures assets (bridges, tunnels and miscellaneous assets such as retaining walls) to the standards agreed and considering the needs of key stakeholders. Review and challenge options, design decisions and documentation from Framework Consultants. Deliver the outcomes agreed with the National Highways and Connect Plus DBFO Co. to agreed programme and budget, and to meet CPS quality standards. Management and supervision of engineers within the structures design.
Accountabilities:
1. Monitor, review, challenge and check deliverables from external designers and internal design team to ensure that designs are complete, compliant and best solution for asset.
2. Develop and agree briefs with the design team, asset team and design suppliers, to cover scope, budget and programme.
3. Manage external framework design suppliers and internal design resources to deliver agreed scope on time and to budget.
4. Undertake and manage optioneering and feasibility of design solutions and preparation of whole life costing.
5. Preparation and review of contractual documentation.
6. Manage and advise on the Design Review Process (Certification) in accordance with the DBFO contract.
7. Ensure all designs meet the quality standards required by the DBFO contract and CPS internal standards.
8. Liaise with National Highways and Designated Nominee (NH SES) on structural technical issues and submissions.
9. Ensure the Principal Designer and delegated duties are met under CDM.
Essential:
1. Relevant vocational qualifications (MEng/MSc/BEng/BSc/HNC and HND).
2. Membership of an appropriate professional institution (ICE, IStructE or IHT) or alternatively registered with the Engineering Council working towards IEng or CEng level or with good relevant experience and expecting to obtain CEng within 12 months from appointment.
3. 40 hours of CPD in last 12 months including 20 related to structures/bridges/highway engineering.
4. Competent in originating and checking Bridge Structural and/or Tunnel Structural Design and Assessment drawings, calculations and risk assessments.
5. Knowledge of CDM and other H&S legislation, and competent in exercising the Designer's duties and the Principal Designer duties under CDM.
6. Broad knowledge of Quality Management.
7. Excellent IT Skills relevant to Civil Engineering Design and Microsoft Office.
8. Knowledge of design and assessment standards (DMRB / MCHW / Eurocodes etc.) relevant to Bridge and/or Tunnel Structures.
9. Design management and team building skills.
10. Ability to develop relationships and engender trust at all levels of the Connect Plus Services organisation and with Clients.

This role may require security clearance and offers of employment will be dependent on obtaining the relevant level of clearance. If this is necessary, it will be discussed with you at interview. The vetting process is delivered by United Kingdom Security Vetting (UKSV) and may require candidates to provide proof of residency in the UK of 5 years or longer.
