About you:
We are seeking an engineer to join our Harbour and Waterways team and support the ongoing maintenance of Harbour assets and the historic Exeter Canal.
You will have previous experience of working within the construction sector, and will ideally have some experience of asset management, project management and working with Contractors. You will ideally have some understanding of Harbour operations and the wider Marine and Maritime sector. Some experience of delivering works in environmentally sensitive locations and designated sites would be beneficial.
You will be able to manage your own workload to deliver asset management projects, and plan your time to meet the seasonal restrictions and priorities that come with working in the maritime environment. You will have good interpersonal and communications skills to work with other team members in project delivery, with the ability to work closely with other Council service areas to specify and plan works. You will be able to produce briefs, specifications and technical drawings suitable for tenders.
About the role:
This is a fixed-term contract ending 27/08/2027.
You will be overseeing the delivery of a range of asset maintenance, repair and refurbishment projects across the Exeter Port Authority area, including the Exe Estuary, Exeter Ship Canal and Exeter Quay. Your work will primarily be driven by the priorities of the Harbour Master, on the basis of operational needs and the findings of routine inspection and assessments, but you will also be providing advice and input to the asset management strategy and programme for the Harbour and Canal.
Whilst the programme is likely to evolve across the contract period, there is an existing programme of work that you will be leading on including lock gate refurbishment, canal bank reinforcement and quay wall repairs.
You will be responsible for all aspects of the projects from scoping through to handover for operation. With the support of the Council’s Engineering and Asset Management team you will be responsible for producing and agreeing project scopes, stakeholder consultation, project planning, production of supplier briefs and specifications, procurement of suppliers for design and construction, review of RAMS, supervision of works and sign-off of completed works.
The role is primarily office based, and you will have the choice of whether to base yourself out of the Harbour office in Exmouth or the Civic Centre in Exeter City Centre, but you will be expected to work at both form time-to-time, as well as at our Canal Office near Exeter Quay. The role will also take you out of the office and onto the water or out to site for surveys, meetings and works supervision visits.
About the team:
You will report to the Harbour Master and will be part of the Harbour and Waterways Team. This team is primarily an operational team, and is responsible for the day-to-day operation of the Exeter Canal, and discharging the Council’s Duties as the Harbour Authority.
You will also be working closely with the Council’s Engineering and Asset Management Team, which is responsible for the inspection and maintenance of the Council’s built assets located within public spaces. You will be supported in the delivery of projects by the City Council’s procurement and finance teams.
