The above post exists within the Vale of Glamorgan Council’s Neighbourhood Services and Transport Departments Engineering Group and sits within the Design and Construction Section. The Design and Construction Section provides the design and delivery of major and minor highway infrastructure and civil engineering schemes throughout the Vale of Glamorgan.
The Design and Construction Section delivers services on a competitive basis in an effective, efficient and professional manner. The Section consists of individuals qualified and experienced in highway infrastructure design, contract administration / management, procurement, project management, site supervision, winter service management, car park management and sign design / fabrication. The works undertaken by the Section are funded by the Council’s Capital budget, Welsh Government or Section 106 income and takes schemes through from initial inception through to construction on site. Undertaking all design work, bills of quantities, contract documentation, contract management, project management, supervision and Principle Designer role in accordance with Construction (Design & Management) Regulations 2015.
The objective of the Section is to ensure we deliver a wide variety of schemes, providing best value to meet the aspirations of our Clients, delivering a professional service and scheme within budget and programme, while meeting our annual fee recovery targets.

About the role:
Pay Details: Grade 8, SCP 26 - 30 £36,124 - £39,513p.a.
Hours of Work / Working Pattern: 37 hours (Flexi-time)
Main Place of Work: Alps Depot - Wenvoe
Temporary Reason: The post is being funded by additional Active Travel schemes which have received funding from the Welsh Government, the post is required to specifically deliver these schemes.
Description:
To assist in all aspects of the preparation of designs and contract documents, to include drawings, bills of quantities, specifications and tender documents, with particular reference to highway projects using appropriate IT and AutoCAD 3D facilities. To assist in the monitoring of progress and expenditure on projects and to deputise for the Design Team Leader when required.
Will be required to have the appropriate knowledge and experience required to undertake the delivery processes in order to, in particular deliver those schemes relating to Active Travel funded by Welsh Government. You will be responsible for the delivery of these scheme in accordance with current design standards, from inception through to construction on site, in order to meet the aspirations of our Clients.
About you:
You will need:
- A minimum of five years’ relevant experience.
- Ability to prepare and review detailed technical and cabinet reports.
- Demonstrable experience in relevant engineering design, supervision of contract/construction works.
- Ability to successfully project management works and managing budgets.
- Experienced in use GIS and Highway Design Software systems.
- Ability to supervise junior staff.
- Knowledge/understanding of Legislation, Codes of Practice and Design Guidance relevant to the appointment.
- Project management techniques.
- Knowledge of standard engineering contracts.
- Ability to work efficiently in a demanding environment where priorities can change quickly.
- Able to work on own initiative and delegate as necessary within the team.
- Good verbal and written skills to communicate with people at all levels.
- Able to prioritise work and motivate others in an often busy environment.
- Computer literate, including surveying systems, CAD and 3D modelling software.
- Degree in a work related subject.
- Relevant professional qualification.
- Well motivated and enthusiastic with flexible approach to work.
- Able to assist in developing the service and junior staff.
