Population Health Strategy & Improvement division leads on a large part of the policy remit of the Directorate for Population Health including alcohol, tobacco, vaping, gambling, diet & healthy weight and health inequalities. The Prison Healthcare Team plays a pivotal role in driving improvement across the system that supports healthcare delivery in our prisons, advocating internally and externally for greater alignment and support to prison healthcare delivery. People from the most deprived communities in Scotland are disproportionately represented in prisons. Many have higher rates of problem drug and alcohol use than the general population, and are more likely to experience poorer health in areas including mental health, blood-borne viruses, asthma, diabetes, coronary heart disease, sexual health and dental health. Given this profile, time spent in prison offers an opportunity to address the health needs of individuals who are less likely to have engaged with health services in the community, resulting in meaningful and lasting impact on their health outcomes. This is an exciting time to join the team. It is a policy area which has increased in profile with ministerial and senior official involvement and interest from across health and justice portfolios. Responsibilities • Lead on key issues in relation to prison healthcare including the Clinical IT Programme • Provide Ministers, from across different portfolios, with high quality advice for the Cross Portfolio Ministerial Group on Prison Health and Social Care (CPMG) and the Ministerial Leadership Group (MLG). • Lead and develop the National Executive Leads Collaborative (NELC) for custody healthcare to ensure that custody healthcare receives focus and is supported at a local level leading to more robustly supported services and local improvements. • Engage proactively with the NSS National Prison Care Network including assessing performance and ensuring that the programme of funded work continues to align with SG priorities. • Lead on the relationship and engagement with His Majesty’s Inspectorate of Prisons in Scotland, Healthcare Improvement Scotland, and the Scottish Prison Service. • Lead, build and develop a high performing Team with clear objectives and shared purpose and actively contribute to development of the Unit. • Manage team budget and reporting processes ensuring delivery against key outcomes.
