Our team directly supports procurements across the housing directorate but equally interfaces with other directorates in a collaborative, open, and supportive environment. This is a challenging and exciting opportunity for a confident, driven individual seeking a role within Lambeth’s Commercial Services Team under the Housing Directorate.
About the Role:
The role is for a Contract and Procurement Officer who will assist with implementing procurement strategies on a range of projects and contracts of varying values. You will assist with ensuring best practice is adopted; and demonstrate an understanding of housing maintenance and the construction market. The role also involves the administration of procurement activity through a Dynamic Purchasing System (“DPS”) for Housing Services.
The post holder will work under the direction of the Contract and Procurement Manager. You will ensure effective monitoring of contracts, monitor performance against service specification outcomes, maintain management information systems and assist with drafting regular reports, briefing notes and business cases as appropriate.
Key responsibilities are as follows:
* To assist the Contract and Procurement Manager in delivering effective and transparent procurement for Housing, whilst delivering on best value.
* To liaise with internal and external stakeholders to ensure that contracts are successfully mobilised, and that existing contracts are demobilised. Joint project planning with the business and corporate procurement.
* To contribute to the maintenance of the contract register and ensure that the Council’s electronic contract management system (“eCMS”) is kept up to date.
* Monitor company registration and financial risk on supplier vetting and accreditation systems. Evaluate and report impacts on changes of company composition and filed notices upon contracts and service delivery.
* Assist with periodic reviews of Housing contracts and scheduling annual performance reviews.
To be considered for interview, your CV and supporting statement will clearly evidence:
* Knowledge of public procurement and project/contract management in relation to housing maintenance and construction services.
* Demonstrable understanding of Local Authority objectives specific to Housing and how these relate to and support other objectives
* Demonstrable track record of using IT to collect, collate and analyse data, to report performance and improve governance arrangements in an organisation.
* Ability to analyse business requirements, identify risks and prioritise actions.
* Experience of working in a team to attain objectives within the field of procurement or construction contracts.
* A relevant degree or professional qualification in law, the built environment or procurement and supply chain management with evidence of on-going professional development.
