Job summary
Manage the effective delivery of the College's Learner Management Information System and data reporting functions to support curriculum delivery and data-driven decision-making while ensuring compliance with data governance standards. Support the continued implementation of additional functionality of the Learner Management Information System. Lead the Systems and Data strand to provide reliable access to curriculum, student, and timetabling information, ensuring accurate and timely reporting for stakeholders and funding agencies. This dual role includes operational and management support, with responsibilities including deputising for the Head of IT Services and providing visible leadership at campus locations.

Responsible to: Head of IT Services
Job Purpose
Manage the effective delivery of the College's Learner Management Information System and data reporting functions to support curriculum delivery and data-driven decision-making while ensuring compliance with data governance standards. Support the continued implementation of additional functionality of the Learner Management Information System. Lead the Systems and Data strand to provide reliable access to curriculum, student, and timetabling information, ensuring accurate and timely reporting for stakeholders and funding agencies. This dual role includes operational and management support, with responsibilities including deputising for the Head of IT Services and providing visible leadership at campus locations.
Location
Our campuses are located in Dungannon, Cookstown, Omagh, and Enniskillen. The location of the post holder will be agreed after appointment to ensure senior presence at each campus.
Main Duties and Responsibilities
1. Support the Head of IT Services in implementing the College’s Digital Strategy, aligning team objectives with strategic goals.
2. Develop and embed policies and procedures for Learner Management Information System and data management and reporting to ensure compliance with legal, government, and College requirements.
3. Contribute to the development of key performance indicators (KPIs) to monitor and improve system performance.
4. Advise College management on Learner Management Information System and data matters to support decision-making and compliance.
5. Oversee management, optimisation, maintenance, and continuous improvement of the Learner Management System, including upgrades, licensing, and configuration.
6. Ensure compliance with data and system security, disaster recovery, and archiving requirements.
7. Lead organisational change related to system updates and new functionality deployment.
8. Establish schedules for system operations aligned with DfE guidelines.
9. Develop and maintain data governance practices to ensure data quality and security.
10. Streamline data reporting processes to deliver accurate reports to stakeholders.
11. Oversee statutory data returns, including the Consolidated Data Return (CDR), liaising with DfE and other stakeholders.
12. Lead, mentor, and manage IT staff within the Systems and Data team.
13. Collaborate with other departments to ensure technology supports curriculum delivery and enhances efficiency.
14. Foster relationships with external bodies, including DfE and software providers.
15. Oversee user support, troubleshooting, and resolution of system issues.
16. Manage user access rights and permissions.
17. Develop and deliver training programs for staff on the Learner Management System.
18. Support curriculum planning and modelling activities.
19. Oversee input, processing, and maintenance of course data.
20. Plan and support timetabling processes.
21. Drive development of the College’s Dashboard and Reporting Services for automated reporting.
22. Identify and implement new technologies to support curriculum and business processes.
23. Provide technical leadership for LMS projects, including integration and enhancements.
24. Conduct risk assessments and manage the IT Services risk register.
25. Ensure compliance with relevant regulations, including GDPR and NI educational standards.
26. Lead procurement activities, including creating specifications and tenders.
27. Ensure compliance with audit requirements for systems and data management.

Person Specification
Qualifications/Experience
Essential Criteria
* GCSE English and Math at Grades A-C or equivalent.
* A relevant degree or Level 6 qualification in IT, Computer Science, or related field, with 2 years’ experience managing an IT Service team, or a Level 5 qualification with 4 years’ experience.
Knowledge/Skills and Abilities
* Excellent project management skills, including budgeting and reporting.
* Strong organizational and communication skills.
* Ability to analyze data and produce reports.
* Experience with system upgrades, configuration, and maintenance.
* Proven expertise in data governance, quality, and reporting.
* Experience managing Learner Management Information Systems in a multi-site environment.
Other requirements
* Access to a car and ability to travel between campuses.
Terms and Conditions
Hours: Minimum 36 hours/week, with additional hours as needed.
Salary: NJC Band 8, Scale Point 36-39, £45,718 - £48,710.
Contract: Permanent.
Holiday: 12 public holidays + 26 days, increasing to 32 after 5 years.
Pension: Enrolled in NILGOSC scheme.
