Science evidence is critically important in informing our response to climate change and meeting the requirements of the Climate Change Act (Northern Ireland) 2022.
The SScO post holder will join the Climate Action Plan Evidence and Analysis Branch
The Branch's main role is to provide technical support to the development of the first Climate Action Plan and subsequent Climate Action Plans as required by the Climate Change Act (Northern Ireland) 2022. The Branch’s core work is to identify and address evidence gaps and improve the robustness and precision of the NI GHG Inventory, and the Quantification of Northern Ireland and UK-wide policies and proposals which either reduce or limit the amount of GHGs being emitted to the atmosphere.
The post holder will carry out analyses in relation to how policies and proposals relevant to Northern Ireland reduce greenhouse gas emissions. This will involve working with N ICS departments, DAERA statisticians, creation of data interpretation reports and engaging with ROI and UK counterparts involved with GHG emission projection modelling. Significant work will also be in relation to improving the evidence base and robustness of NI’s Greenhouse Gas Inventory and how emission projections compare to the UK Climate Change Committee advice for NI on pathways to net zero by 2050.
Responsibilities will include providing the Branch G7 and DAERA senior managers with expert advice on greenhouse gas evidence and analysis to help inform NI’s first Climate Action Plan (CAP). The post holder will liaise with NICS departments, other Devolved Administrations and academia.
Essential Experience & Qualifications required:
Applicants are required to have:
1) A t least a 2:1 honours Degree in a scientific discipline relevant to the work of DAERA, such as agriculture science, animal health and welfare, food science, environmental science or rural affairs
AND
2) Evidence of at least two years post-qualification* experience in the provision of advice on science-based issues** to senior managers or external stakeholders. for the purposes of environmental policy development, environmental regulation or research and evidence. The experience must have occurred in the past eight years.
The following additional clarification is provided:
*Post qualification experience can include relevant post graduate study or post doctorate experience.
**Science-based issues/projects are defined as either: research and development, or testing/analysis, or provision of advice and information on scientific matters or the dissemination or application of the results of scientific research.
EXPERIENCE
The essential experience required includes:
Experience of carrying out environmental data analysis, research and evidence gathering and interpretation, communicating findings to senior officials.
Strong written and oral communication skills.
The ability to engage with a wide variety of people.
Experience of working, presenting and influencing across teams, both within DAERA and with external partners.
Experience of line management.
Desired Experience and Qualifications:
• Experience of working with internal and external stakeholders, building strong relationships with and influencing senior officials.
• Experience of leading, planning and managing a range of complex and high-profile areas/projects
• Ability to analyse information to assist with the development of recommendations for improvement.
• Ability to contribute to strategic decision making within the overall programme of works.
• Experience of providing written briefing and reports to senior management and good oral communication skills, including making presentations .
