About the Role
We are seeking a highly skilled and motivated ICT Project Manager to join our Shared IT Services team. The role involves managing large-scale IT projects from discovery and scoping through to delivery and closure, ensuring that projects are user-centered, drive value and realise the benefits. The ICT Project Manager will enable organisation-wide ICT change across our shared service from projects involving Telephony to cutting-edge routing and Network capabilities, Cyber Security and Infrastructure.
Key Responsibilities
1. Manage the delivery of large, complex, and Estate-wide projects, ensuring you complete the projects on time, within budget, and to agreed quality standards.
2. Plan, execute, and deliver IT projects, including system upgrades, application deployments, and digital transformation initiatives.
3. Manage projects through the project lifecycle from Discovery and Design through to Delivery and Project Closure.
4. Ensure projects are initiated following best practice approaches to initiate projects prior to the Delivery Stage.
5. Develop detailed project plans at stage level and high level plans overall, delivery schedules, and risk, issue and lessons management strategies.
6. Responsible for the end-to-end management and controlling the Delivery Stage.
7. Manage resources, budgets, and external vendors to achieve project goals.
8. Manage the project budget actuals against forecast and reporting on variances.
9. Engage and manage stakeholders, cross-collaborative teams within ICT and across the Estate to deliver best practice project management.
10. Maintain excellent working relationships with the management ICT layer, stakeholders, and end users along the project lifecycle.
11. Communicate project progress to stakeholders, Project Boards, Senior Responsible Owners and senior management.
12. Ensure compliance with local government policies and regulations.
13. Foster collaboration between departments to support change management and adoption of new technologies.
About You
We are looking for an ICT Project Manager with a proven track record in successfully managing technology projects in complex environments. You will bring strong leadership, problem-solving, and communication skills to ensure the success of our initiatives.
Essential Skills and Experience
1. Experience in IT project management, preferably within local government or the public sector.
2. Strong understanding of project management methodologies and their application and use in a Programme and Project delivery environment (e.g., Agile, PRINCE2).
3. Proven experience in delivering complex projects, working with digital and/or culture change projects, and practical experience with Prince 2 and/or Agile methodologies.
4. Exceptional organisational skills with the ability to manage multiple projects at different stages within the project lifecycle simultaneously.
5. Excellent interpersonal, verbal and written communication skills to engage with stakeholders at all levels.
Desirable Skills
1. Professional accreditation and certification (e.g. PRINCE2, PMP, APM, Lean, SCRUM or Agile).
2. Familiarity with public sector processes.
3. Experience in delivering ICT transformation projects.
4. Knowledge of IT systems, infrastructure, and digital tools.
