Knowledge, Dissemination, and Disclosure Manager
The Opportunity:
We are seeking a highly skilled professional to function as a Knowledge Management (KM), Dissemination, and Foreign Disclosure (FD) Subject Matter Expert (SME). Utilizing industry best practices, you will play a key role in fostering information sharing, enhancing decision-making, and ensuring the secure and effective dissemination of intelligence products.
In this role, you will provide KM services to capture individual and organizational knowledge, develop KM strategies, and integrate enterprise capabilities to promote coherence and reduce redundancy. You will leverage platforms such as Protected Internet Exchange, Microsoft SharePoint, and Confluence to build collaborative environments at both classified and unclassified levels. Your responsibilities will include conducting KM consultations, assessing and modifying KM architectures, executing testing and sustainment of KM IT applications, and developing training programs to enhance KM adoption.
As part of your dissemination duties, you will execute intelligence product movement across security domains, ensuring compliance with national and theater production policies such as ICD-501, ICD-203, and ICD-206. You will work closely with developers to refine and improve dissemination platforms, troubleshoot technical issues, and train incoming personnel on proper dissemination processes. Additionally, you will log and track security incidents while maintaining site SOPs in accordance with U.S. Intelligence Community (IC) and Department of Defense (DoD) policies and guidance.
In your role, you will focus on expanding and maximizing intelligence-sharing opportunities. You will closely coordinate with the client FD Office to review daily intelligence production, ensuring compliance with National Disclosure Policy (NDP) and client guidelines before submission. Your expertise will allow you to apply proper release markings, provide “write for release” guidance to authors, and maintain in-depth knowledge of FD policies to support mission success.
You Have:
* 1+ years of experience in Knowledge Management (KM)
* Experience in Dissemination and Foreign Disclosure (FD)
* Experience with advanced search in digital environments and KM and dissemination platforms
* Experience with implementing and maintaining SharePoint or Confluence-based enterprise solutions
* Experience working within the IC and DoD joint environment
* Knowledge of FD laws, regulations, and policies, including the NDP and DoD Foreign Disclosure Manual
* Knowledge of intelligence oversight policies and data governance standards, such as ICD-501, ICD-203, and ICD-206
* Ability to work collaboratively across teams to achieve objectives, and translate stakeholder needs into actionable solutions
* TS/SCI clearance
* HS diploma or GED and 10+ years of experience in KM, FD, or intelligence production and dissemination, Associate's degree and 7+ years of experience in KM, FD, or intelligence production and dissemination, or Bachelor's degree and 3+ years of experience in KM, FD, or intelligence production and dissemination
Nice If You Have:
* 3+ years of experience in KM
* 1+ years of experience as a SharePoint Content Manager or Confluence Space Administrator Content Manager, managing permissions, workflows, and content organization to enhance collaboration
* 1+ years of experience in intelligence production and dissemination
* 1+ years of experience in FD particularly as an FD Officer, Representative, or Assistant
* Possession of excellent client-facing skills
* Possession of excellent written and verbal communication skills
* Possession of excellent organizational skills to manage multiple projects and meet tight deadlines
* Bachelor's degree in Information Science, Knowledge Management, Library Science, Communications, or related field

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $75,600.00 to $172,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees.
