Job purpose:
To provide help to keep mobile home sites safe, to a good standard, and provide advice and support when needed.
What is the role?
The Mobile Homes Officer is responsible for ensuring that legislative standards are maintained on private mobile home parks in the city (and surrounding area as contracted) and for the operational performance of mobile homes parks owned and operated by the council.
As the lead officer in the management of the mobile home sites the role will focus upon keeping the sites safe by conducting regular site inspections and arranging for contractors to carry out regular compliance checks, whilst also ensuring residents comply with the terms of their written statement. The officer will be responsible for the collection of pitch fee revenue, as well as supporting residents of the mobile home sites with matters such as sales and replacement homes.
The officer will also undertake proactive inspections of licensed holiday sites, identifying and taking action to rectify any issues. From time to time, the officer will be expected to support on policy and statutory compliance, legal proceedings, responding to Councillor enquiries.
The officer will be expected to regularly monitor pitch fee accounts to identify and resolve issues with arrears, monitor housing benefit payments, taking appropriate action as required. The officer will investigate any complaints received from park home occupants and resolve any problems in a positive manner in line with current policies.
The officer will be based at the Civic Offices, with a significant amount of time spent on the sites.
Who is the person?
You will be someone who:
1. It is desirable that the post holder is (a) educated up to (or working towards) at least level 3 in a relevant housing qualification and (b) ideally will have demonstrable experience in working with stakeholders within the housing sector.
2. Has knowledge and experience of working with legislation, including enforcement.
3. Experience of completing inspections with the ability to identify disrepair.
4. Be able to provide clear written instructions with a proportionate approach.
5. Experience in managing residential or non-residential property is desirable, or experience of general property or facilities management.
6. Is emotionally resilient and able to deal with the impact of being exposed to customer's difficult circumstances. Being able to remain professionally detached and focused even if the message you deliver involves saying no in difficult circumstances.
7. Is a confident person who can clearly and effectively communicate both verbally and in writing. As a lead officer typical communications are with residents, contractors, and other stakeholders, this will include resident's meetings and public forums.
8. Works proactively and is able to remain motivated, working on own initiative in coordinating multiple tasks.
9. Is competent in the use of IT systems and the manipulation of data, with a good working knowledge of Microsoft Packages (to include Word, Outlook, and Excel) and databases.
10. Has an awareness of budget management and service level agreements.
11. Due to the location of the mobile home sites (Portsmouth, Gosport & Eastleigh), the ability to drive is essential.
