Job Title: Development Manager - Team Leader

We are seeking a Development Manager to lead and manage the Council's Development Management service, overseeing planning applications, enforcement, conservation, design, and trees and landscapes. You will ensure effective delivery, provide strategic leadership, and ensure compliance with planning legislation and policies.
Key Responsibilities:
* Team Leadership: Manage and develop the Development Management team, including planners, design, conservation, and landscape officers.
* Service Delivery: Oversee the efficient processing of planning applications, enforcement cases, and related services.
* Planning Committee Support: Lead the planning input for committee meetings, preparing and presenting clear reports.
* Policy & Strategy: Ensure compliance with planning legislation and government guidance while improving service delivery.
* Appeals & Casework: Manage the appeals process, including preparing evidence and representing the Council at hearings.
* Stakeholder Engagement: Negotiate with developers and provide pre-application advice to ensure high-quality design.
* Budget Management: Prepare and monitor annual performance plans and budgets for the team.
Required Skills & Experience:
* Significant experience in planning leadership with expertise in development management and planning legislation.
* Proven ability to lead and motivate a team and engage effectively with stakeholders.
* Strong experience in preparing reports for Planning Committees and handling complex planning matters.
* Ability to manage budgets, performance plans, and resources effectively.
Desirable:
* Degree in Planning or a related field.
* Membership of the Royal Town Planning Institute (MRTPI).
