The project: The opportunity to be the technical support partner (TSP) to MOD for an extensive recapitalisation programme of defence real estate and infrastructure on the south coast of England. By developing and maturing a series of plans into a coherent programme, the TSP will work with the client to redefine the pathway that addresses the challenges of an aging estate and the scale of the task, presenting options to resolve these. The project will seek to contribute towards net zero carbon aspirations. Provides leadership & direction through subordinate managers. Generate leads and proactively wins work. Oversees the management of team and utilisation of team members. Ensures compliance against key principles of ethical procurement practices, service excellence and industry best practice. You’ll be responsible for: Partnering with key senior internal and external stakeholders, working in collaboration to engage and integrate supply chain. Capturing innovation and industry best practice and actively promotes the highest health, safety and wellbeing and quality standards. Managing, influencing & negotiating with key senior stakeholders (up to c-suite). Providing expert technical advice and guidance to bid strategy development, directs negotiations and drives the tender process and evaluation of tenders. Driving supply chain performance management including market intelligence, market shaping and supply chain resilience. Executing commercial management of contractual agreements if required and provides client advisory services on procurement and supply chain process and policies. Delivering continuous improvements in processes through application of best practices and lessons learned. Drives transformational change. Providing leadership & direction through teams/managers. Managing a large team/s of direct reports, driving the appropriate behaviours to achieve success & KPIs, including a continuous improvement culture. Providing performance management, technical & career development and coaching. Working collaboratively towards the common goal of net zero carbon transition and share responsibility for the proactive identification and management of the associated carbon emissions and reductions during the delivery of work. You’ll need to have: Experience in delivering strategic procurement and supply chain solutions; strong analytical skills with a process orientated approach to solving problems. Excellent Negotiation skills. MCIPS or working towards; good knowledge of contract law and an ability to support on contract and commercial aspects. Good understanding of prevailing market conditions and how to align strategies against industry trends. Strong risk management skills; proactive approach to problem solving; excellent time management skills, the ability to be agile and flexible. Excellent relationship building skills; teamwork orientated, supporting and creating opportunities for other team members; excellent emotional intelligence; collaborative working style. Proven experience of delivering package procurements and supply chain management on past projects and managing senior professionals. Ability to win and manage commissions effectively Understand most common forms of contract within the construction industry and major projects and programme environment. You’ll also have: Knowledge on market shaping and supply chain assurance. Team management experience. Experienced in public procurement regulations 2015, OJEU and EU directives.
