About The Role
As Head of Performance, you will play a pivotal role in shaping a robust performance monitoring and reporting framework within the Office of the Police and Crime Commissioner. Your primary focus will be to ensure a culture of continuous improvement and effective and efficient use of public funds in the OPCC. You will also support the effective oversight and scrutiny of Thames Valley Police and oversee the support of joint OPCC and TVP scrutiny groups.
Key Responsibilities
1. Developing and maintaining a robust performance monitoring framework within the OPCC, overseeing a professional and performance-focused office to enable the PCC to deliver on the PCC’s Police and Crime Plan.
2. Developing and maintaining a robust policing performance monitoring and reporting framework to support the effective oversight and scrutiny of TVP and partners’ service delivery and for preparing reports to assist the PCC in discharging their responsibility for holding the Chief Constable to account.
3. Overseeing the evaluation of all projects and interventions running through the OPCC to ensure the office is spending public money wisely on programmes that are evidenced to work. Working with the Service Delivery Directorate to ensure all projects have clear performance measures/KPIs.
4. Overseeing the support of joint OPCC and TVP scrutiny groups. Leading and directing the work of the Trust & Confidence/ICVS support officer in liaising with chairpersons and members, and collaborating with TVP Trust & Confidence leads and scrutiny group chairpersons to design and coordinate all aspects of the management of joint scrutiny panels across the OPCC and TVP.
5. Overseeing the strategic analysts’ team, who support performance monitoring and evaluation, including analysis of internal and external strategic factors, environmental scanning, demand, and capability and capacity assessments.
About You
The ideal candidate will have:
1. A High Level Performance Background, experience of performance management and monitoring arrangements, scrutiny techniques and reporting requirements.
2. Personal Gravitas, proven ability to negotiate and influence at Chief Officer/Chief Exec/Director level to build strategic relationships, with high levels of emotional intelligence.
3. Analytical Understanding, proven ability to research, evaluate and manipulate various forms of data along with the ability to make inferences and recommendations.
4. Knowledge of Policing and Legislation, an understanding of the national and regional policing landscape, legislation, and policy developments.
