Head of Safeguarding and Quality required to work at County Hall, Beverley (with flexible working arrangements). Working days will be Monday – Friday, 37 hours per week (with requirement to form part of on-call rota for senior leadership team for evenings and weekends).

If so, this is an exciting opportunity at the Council to take a strategic lead in the Adult Social Care and Health directorate, working with a dedicated team of social work professionals to make a real impact on the lives of our residents.
The Council is continuing to develop its Adult Social Care offer, ensuring that we can be supportive and responsive to resident needs. We are looking for an experienced and confident social care professional to join our senior leadership team as the Head of Service for Safeguarding and Quality.
This role will hold responsibility for our Safeguarding Adults Hub, which was created in January 2025 following the introduction of our new safeguarding operating model. The successful post holder will have an opportunity to work close with ADASS to evaluate the model, which has to date been successful to achieving positive changes to the way in which we safeguard people in our local area.
In addition to this, the role also requires oversight of the Council’s Deprivation of Liberty Safeguards (DoLS) team and BIA framework, along with our county wide Review Team.
Therefore, we are seeking a candidate who has a proven track record in demonstrating excellent leadership and someone has a strong understanding of the legislation and frameworks which underpin this important area of our business.
We also require a someone who is energetic, resilient, has sound budget management abilities and who always puts our residents and staff at the heart of everything they do.
You will also represent the Council at forums and working groups relating to safeguarding and mental capacity across the region, with a view to sharing our successes and learning from partner organisations to ensure the Council is operating at the forefront of good practice.
To support you in this, you will also oversee our Practice and Quality team, which is led by our Principal Social Worker. This team lead on our ASYE programme, Social Worker Apprenticeships, policy and procedure development and practice development board. You will be passionate about ensuring all staff working within our assessment teams have access to the very best learning and development offers and can be supported to be excellent social work practitioners. The directorate are committed to the continuous professional development of its workforce and there will be exciting opportunities for the successful applicant to further their learning and leadership skills with a range of professional forums and formal training.
The role requires someone who themselves is experienced in these areas but is also a confident and dynamic leader, who is able to work closely with colleagues across the Council and through our system partnership to continue our transformation and development of safeguarding and social work practice. To be successful in this you will embrace change and have experience of working on change management programmes which have shown innovative ways to deliver adult social care services.
