We are looking for a candidate who can enable the delivery of Population Health Management in Gloucestershire, using insightful, persuasive, and impactful analytics. The role will be based in NHS Gloucestershire ICB, and will work across the health and care system, with strong links to public health and cross-organisational management.
Artificial Intelligence, Machine Learning and other technologies are enhancing big data analytics like never before, generating real insights and opportunities for improvement. Across Health and Social Care in the Integrated Care System (ICS) for Gloucestershire, we have an increasingly developed linked data asset. While we are just beginning to explore the possibilities, the potential is almost limitless, and we need people to help us unlock it. Population Health Management is also at the forefront of health and care improvement/delivery, and we need to progress the development of these skills to provide a robust evidence base to drive change.
In response to this changing and evolving environment, an excellent opportunity has arisen to join the Business Intelligence Team at NHS Gloucestershire ICB. We are looking for candidates who can support the delivery of key projects and programmes and drive forward our vision to deliver an exceptional, insightful Business Intelligence for Gloucestershire and enable delivery of Population Health Management across the wider health and care system.

Job responsibilities
* Lead the development of population health analytics offer for the organisation and wider integrated care system (ICS).
* Manage the delivery of the analytics work programme to support the ongoing development and implementation of Population Health Management across the ICS.
* Lead the organisation, and system, in the adoption of specialist analytical techniques.
* Support the development of the analytical capability within analyst teams across the ICS.
* Provide a lead role in supporting and training the analyst teams in complex analytical techniques.
* Provide evidence and advice to support service change and project evaluation, including the delivery of PHM cycles.
* Represent the organisation in both internal and external meetings as a subject matter expert.
Person Specification
Knowledge
* The post holder will be expected to have an excellent working knowledge of Microsoft software, such as AS Power BI, Excel and SQL Server Management Studio, along with understanding how they interconnect with other information systems.
* Knowledge of a range of BI reporting solutions.
* Knowledge of R, Python or other statistical packages.
Qualifications
* Evidence of post qualifying and continuing professional development.
* Post graduate qualification in Health Economics or statistics.
* Member of relevant professional body.
Experience
* Experience of receiving and providing highly complex, sensitive or contentious information, negotiating with senior stakeholders/customers on difficult and controversial issues.
* Presenting complex and sensitive information to large and influential groups/customers.
* Experience of working in a variety of information environments.
* Experience of managing large information projects.
* Experience of liaising with staff at all levels and being confident in working through organisation corporate issues where information is of influence.
* Experience of interpreting legal/national requirements and implementing appropriate processes/procedure to conform with changes.
* Experience of helping teams to prioritise their workloads within a very busy environment.
* Experience in implementing information infrastructure and reporting suites.
* Experience of managing large information projects which go across more than one organisation.
* Experience in being able to develop information processes to meet NHS Information Authority regulations.
* Experience in understanding patient care pathways from primary care through to tertiary care.
* Experience using statistical or developer software such as R, Python or others.
* Experience in the application of Data Science approaches, including machine learning, advanced statistics and risk modelling.
