Leadership of the Trust Promote a common vision of the Trusts values and strategic objectives Advise on the Divisional implications of strategic and operational policy decisions. Develop appropriate changes in clinical practice within the Division. Ensure that all staff in the Division understand the strategic direction of the Trust. The Chief Operating Officer along with the Associate Medical Director will agree personal objectives with the Divisional Director / Director Unplanned Care on an annual basis. This will form part of the annual review of his/her performance in the role. Corporate Responsibility Contribute to the development, communication and promotion of the Trust vision, mission values and behaviours. Lead the development of a culture of continuous improvement in order to meet stretching financial, quality and performance targets. Champion MCHFT. Ensure Divisional compliance with the Integrated Governance Framework. Ensure that the highest standards of corporate governance and probity are maintained by ensuring that all staff work within the provisions of Standards of Business Conduct, Standing Orders and Standing Financial Instructions. The delivery of high quality, efficient and effective services across the Division including the Care Quality Commission Registration requirements and standards. Deliver national and locally agreed performance targets. Develop business cases for service developments ensuring it fits with the Trust strategy and appropriate activity, financial and workforce plans. Ensure effective communications across and between Divisions. Ensure all Trust policies and procedures are adhered to and make recommendations on their amendment where necessary. Develop, implement and evaluate a Clinical Service Strategy and resulting divisional operational plan. Interpret national, regional and corporate health care policies/standards and formulate objectives and standards for the Division to deliver against these. Support Research & Development Participate in the on call rota. Undertake specific tasks asked by the Chief Operating Officer or Associate Medical Director. Patient Responsibilities Enable the Divisional Head of Nursing and Associate Medical Director in delivery of Divisional Nursing/Professional strategy Ensure processes are in place for investigation and response to complaints and incidents Lead the quality agenda for the Division. Human Resources Responsibilities Support the Associate Medical Director/Clinical Leads in the management of consultant medical staff Management of junior medical staff, in partnership with Clinical Leads. Provide Divisional leadership to the Finance, HR, Information and Governance support. Establish new ways of working in conjunction with clinicians, other healthcare professionals, support and HR staff. Manage workforce planning and staff development and ensure objectives, personal development plans, appraisal and mandatory and essential training is conducted for all staff. Develop a culture that enables the realisation of individual and team potential. Ensure all staff are in place for newly developed services with required governance processes for staff working in the organisation from other organisations Financial Responsibilities Develop and manage the Divisional budget to meet the Trusts strategic and operational business plans Ensure effective establishment control, cost control and budget management including the overall management of attendance. Manage the collection and use of information via MIS and other systems in accordance with local and national strategies and plans. Lead Divisional Service Transformation projects to deliver quality improvement through efficiency and productivity. Lead efficiency and productivity programme for all elements of unplanned care ensuring operational national targets are met across ALL Divisions Lead on behalf of the COO, the Urgent Emergency Care Improvement programme that spans, clinical Divisions, Site Teams, External stakeholders from the council, primary care and other organisations such as palliative care in partnership together to address the future need and develop appropriate out of hospital programme to manage non elective demand Community / Stakeholder Responsibilities Responsibility for improving and sustaining relationships with key stakeholders and building a positive image of the Trust through responsive internal and external communications. Develop sustainable services through the development of partnership with other organisations Ensure partnership arrangements meet governance and corporate requirements of all parties and are supported by robust governance and documented agreements.
