Description Location: London only Background The Real-Time Gross Settlement (RTGS) service – operated by Payments Directorate – is the backbone which underpins all financial transactions in the UK and is essential for the functioning of the economy and the implementation of monetary policy and financial stability. It holds accounts for banks, building societies, financial market infrastructures, non-bank payment service providers and provides sterling settlement services for Bacs, CHAPS, ICS (cheque clearing), CREST, Faster Payments (FPS), LINK, Mastercard, Visa and PEXA. Role and responsibilities This role is key to ensuring the Bank’s RTGS/CHAPS service remains adequately resourced and able to adapt to changing business needs. You will be responsible for ensuring that the critical live operational roles are filled by operators trained to levels commensurate with their responsibilities. Additional project and operational resilience work will be similarly resourced. You will lead on training and development for team members and be responsible for assessing and responding to external training needs of our RTGS customers. 1. You will be key to ensuring the RTGS Operations training suite is fit for purpose and up to date in line with changes to responsibilities and systems, ensuring that the operational team is resourced with the correct mix of skills and attributes to make it a high-performing team. 2. You will ensure that team members undertake training and competency assessments in line with their experience and responsibilities. 3. You will own and develop the training materials for the applications and tools that external participants and schemes interact with and for customer focussed aspects of the RTGS system: The external RTGS user interface (BERTI) The RTGS Customer Engagement Portal (RCEP) Liquidity Savings Mechanism (LSM) Account balance allocation MIRS Static data change requests 4. You will drive and foster a culture of continuous improvement within the team and use this to requisition changes to the systems the team engages with. 5. Alongside other team members, you will be responsible for recruitment activities for Scales G and below, from drafting and paging advertisements to onboarding. 6. You are responsible for reviewing and approving application and physical access management for the team and for jointly managing the joiners, movers and leavers (JML) processes 7. You will ensure that RTGS Operations remains within headcount budget and produce metrics on recruitment, attrition and vacancies. 8. You will assist in managing capacity planning activities across the team, forecasting and reporting any challenges to senior management. 9. The role holder will lead relevant audit engagement activities and track all audit actions and ensure that these are assigned to appropriate individuals and tracked to their completion. 10. You are responsible for the team’s internal intranet and external web pages, ensuring that all published information is current and accurate. 11. You will collate and monitor performance and other data related to staff wellbeing and stretch and experience, analysing trends and reporting and presenting to senior management. Understanding of continuous improvement methodology, e.g. Lean Knowledge of UK and international payment systems. Large-scale training /teaching experience. This is a people management role. You will develop your team through sharing information effectively, coaching and communicating a clear vision to ensure that your staff are productive, engaged and motivated to deliver the area's aims. This will include setting clear goals and smart stretching objectives that are aligned to those of the team, division and directorate. You will also be responsible for managing all staff-related matters that may arise including performance, absence and sickness. Salary and Benefits Information We encourage flexible working, part time working and job share arrangements. Part time salary and benefits will be on a pro-rated basis as appropriate. This role offers a salary of £37,440 - £42,120. In addition, we also offer a comprehensive benefits package as detailed below: Currently a non-contributory, career average pension giving you a guaranteed retirement benefit of 1/80th of your annual salary for every year worked. There is the option to increase your pension (to 1/50th) or decrease (to 1/105th) in exchange for salary through our flexible benefits programme each year.
