As we continue to evolve, we are looking for a highly skilled and strategic Director of Finance to help lead our financial strategy and ensure the continued financial health of the Council.
The Director of Finance reports directly to the Chief Executive and will lead and drive the Council’s financial strategy to help realise our ambitious plans to enhance our reputation as a modern and vibrant waterfront city. Managing our £550m budget in a sustainable way is critical to ensuring the council's revenue and capital resources are aligned to the achievement of the council's wellbeing objectives and delivery of our statutory obligations.
Our new director will provide leadership and guidance to the senior management team regarding the financial strategy and the allocation of resources. The post holder will act as the Council’s statutory Section 151 officer on all financial matters including the separate HRA and Pension Fund, and be the Corporate Management Team lead on commercialism. The director has overall accountability for the following directorate services: Accountancy and Financial services, Internal Audit and Corporate Fraud, Revenues and Benefits, Commercial Services.

By convention, you will be expected to additionally act at the same time as the Clerk and Treasurer to the Swansea Bay Port Health Authority (a legislated Joint Board of 4 riparian councils).
About you
To be successful in this role, you will need:
1. Substantial experience of working at a senior level in financial management within Local Government.
2. A proven track record of senior management success in a large, complex organisation and ideally in the public sector.
3. Extensive knowledge of public sector financial regulations and best practice.
4. Excellent interpersonal, communication, and presentation skills, with the ability to engage and influence a wide range of internal and external stakeholders regionally and nationally.
5. Strong leadership abilities, with evidence of developing and managing multi-disciplinary teams and engaging staff in service improvement.
6. A degree-level education and post-graduate level professional qualification.
7. Chartered membership of a CCAB Accountancy Body.
