The role of the Screening and Immunisation Manager (SIM) is to bring specific public health expertise to support the Screening and Immunisation Leads (SILs) and Senior Screening and Immunisation Manager (SSIM) in providing effective public health leadership for screening and immunisation programmes across the South West.
Employed by NHSE South West Vaccination and Screening Team with day to day line management provided by the Senior Screening and Immunisation Manager (SSIM).
Individuals in these roles may come from a number of backgrounds, including nursing as demonstrated for example by NMC or PH clinical registration.
Main duties of the job
Support the SILs and the SSIM in ensuring that local screening and immunisation programmes are commissioned to meet the requirements and standards of national service specifications. This will be achieved by:
* Developing relationships with Integrated Care Systems (ICSs)
* Incident management, including supporting SILs when required
* Representing SILs at regional and national meetings when required
* Provide the day to day management of workplans, keeping SILs informed of issues/risks/incidents
* Have oversight of specific geographical areas in the SW, including developing strong relationships with stakeholders, inputting into the relevant Maximising Uptake in Immunisations Groups (MUIGs)
* Responding to queries and advising providers, including Immunisation Clinical Advise and Response Service (ICARS)
* Working with providers to improve performance issues
* Working with Screening Quality Assurance Service colleagues to manage incidents and outcomes of QA visits
* Leading on specific sections of various reports/papers aimed at internal and external stakeholders as required
* Using health inequalities knowledge to lead specific health inequalities projects
Job responsibilities
The SW Vaccination and Screening Team (SW VaST) covers the South West.
The team leads on the identification of local need, and working with key partners, the development and leadership of evidence-based strategies to address those needs, relating to screening and immunisation programmes. The Screening and Immunisation Manager (SIM) provides specialist public health advice to support the commissioning of section 7a programmes.
The SIM uses public health specialist knowledge and skills to identify and advocate for local population needs, supporting providers to implement national programmes and provide professional advice and challenge to commissioners.
The SW VaST has a key role in developing and maintaining relationships with local systems and providers of public health services (NHS and independent), NHS commissioners, local authorities, and the third sector to identify need, influence and support the delivery of improved outcomes for the public's health.
This includes the local commissioning of the national cancer screening programmes (bowel cancer, cervical and breast); adult and young people screening programmes (diabetic eye and abdominal aortic aneurysm); routine childhood immunisations and targeted immunisations for maternity, school aged, and adults including influenza immunisation.
You will provide direct support to the Screening and Immunisation Leads (SILs) and Senior Screening and Immunisation Manager (SSIM) across the full range of commissioning activities, as specified in the Section 7a agreement and which are required to ensure that screening and immunisation programmes:

Depending on the requirements of the team the postholder will have responsibility for specific immunisation and screening programmes and will be expected to work as part of the team to ensure coordinated and integrated delivery of individual programmes and team priorities. Programme responsibilities may change according to the needs of the service.
GOVERNANCE AND QUALITY ASSURANCE
* Responsible, within the national policy context for the development and implementation of strategies and plans for continually improving the commissioning and performance of the national programmes in your defined area of geographical responsibility.
* Engage with the NHSE screening quality assurance teams and ensure that their advice is considered and that areas of concern are addressed.
* Contribute to facilitation and delivery of immunisation and screening training programmes.
* Ensure that robust systems and processes are in place to collate and analyse data and that this is provided in useful formats to key interested parties in the commissioning board, ICSs, DsPH and Health and Well-being Boards, UKHSA, DHSC, and providers.
* Responsible for ensuring that effective plans and systems are in place for the identification of serious incidents and to ensure that they are properly dealt with and that lessons are learnt and acted upon.
* Ensure that advice from relevant national bodies e.g. Joint Committee on Vaccination and Immunisation (JCVI) and UK National Screening Committees (UKSNC) is communicated and understood by coordinators and are accountable for the implementation of this advice.
OPERATIONAL
* Oversee team members to deliver requirements as above and engage / liaise with key stakeholders.
* Support the delivery of day-to-day activities and projects.
* Manage team and drive delivery of a range of business initiatives and projects.

STAFF MANAGEMENT
* Directly manages a team of SICs, responsible for day to day work assigned to team.
* Responsible for the recruitment of team staff, chair of recruitment panels and acting as a recruiting officer.
* Responsible for undertaking appraisal and personal development including progressing any disciplinary or capability issues.
* Forge close positive working relationships, to support an effective matrix approach to achieve NHSEs objective.
* Support, motivate and develop staff within the team to ensure that they are able to deliver policies for its workforce.
* Managing third parties (such as consultants / interims) to ensure deliverables are met in a timely manner and within budget.
MANAGEMENT
* Lead a team of SICs and oversee the implementation of strategies and plans to support continuous improvement of the commissioning and delivery of the national programmes.
* Liaise with contract and finance managers you will lead negotiations with providers in cases of underperformance and support coordinators in developing and implementing remedial action plans.
* Deputise for the SILs and SSIM as required.
* Support the SILs to establish and lead local screening and immunisation oversight groups to ensure effective coordination of the services, share best practice and support the collective improvement of the service.
* Chair meetings as agreed and delegated by the SILs and as determined by local need.

Qualifications
* Educated to degree level in relevant subject or equivalent level qualification or significant experience of working at a similar level in specialist area
Knowledge and experience
* Substantive experience in Public Health ideally in management responsibilities with screening and / or immunisations
* Knowledge of principles and practice of public health including health needs assessment and evidence base strategies to address health inequalities
* Knowledge of health care system especially primary care
* Demonstrable experience of project management skills and leading complex projects. Detailed understanding of immunisation and / or screening programmes and their implementation
* Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master's level equivalent
* Evidence of post qualifying and continuing professional development
* Must have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement
* Should have an appreciation of the relationship between the Department of Health & Social Care and individual provider and commissioning organisations
* Experience of commissioning public health population programmes
