Primary Care Networks (PCN) are key organisations in the delivery of services for patients, building on existing primary care services to enable greater provision of proactive, personalised, coordinated and more integrated health and social care for people close to home.
The Oadby & Wigston (OWI) Primary Care Network (PCN) is developing to deliver high quality, patient-centred integrated care service to improve outcomes for our local population.
The PCN is recruiting a PCN Operations Manager to provide effective day to day operational management to ensure the smooth running of the PCN and Oadby and Wigston PCN Limited (OWI PCN Ltd) in the delivery of its programmes and the PCN Directed Enhanced Service (DES) contract.
The post holder will be an integral part of the PCN leadership team working alongside the Clinical Director.
Main duties of the job
1. Ensure effective operational administrationand workflow processes to enable the smooth running of the PCN and OWI PCN Ltdand the delivery of the PCN DES contract and associated schemes, including theEnhanced Access scheme.
2. Operational and HR management - ensuring that the HR processes and procedures are well managed.
3. Produce performance and quality reports within the Network and other Network initiatives.
4. Ensure that the PCN and OWI PCN Ltd'sfinancial resources are managed effectively, developing and implementingfinancial plans and reporting progress to the PCN and OWI PCN Ltd Boards.
5. Digital, IM&T and information governance management - ensuring the PCN's compliance with the GDPR and FOI along with other relevant legislation and professional information management standards.
6. Quality management - ensuring effective policies and using data and population health management tools to help improve patient services.
7. Performance management - providing routine reports to support the PCN'sInvestment & Impact Fund (IIF) delivery and other PCN schemes.
8. Manage the delivery of service submissions on behalf of the PCN.
9. Relationship management and communications.
10. Service development - supporting the development of business cases / plans for new projects.
11. Equality & diversity - supporting equality, diversity and rights of patients, carers and colleagues.

Purpose of the Role

Key responsibilities
Operational and HR management
Ensure effective operational administrationand workflow processes to enable the smooth running of the PCN and OWI PCN Ltdand the delivery of the PCN DES contract and associated schemes, including theEnhanced Access scheme.
Develop and implement the PCN business plan to supportdelivery of the PCN strategy.
Ensure compliance with health andsafety policies and procedures / best practice and ensure all staff,contractors, workers and members of the general public discharge themeffectively.
Provide operational and HR managementto OWI PCN Ltd and its staff, including line management for the PCN Project Support Officer andother key staff.
Ensure robust HR policies andprocesses are in place and implemented for OWI PCN Ltd staff.
Manage risks, developcontingency plans with service and contract leads.
Development and implementation of theOWI PCN Ltd Business Continuity plan.
Workwith PCN practices to unify structures and processes, as appropriate.
Organise PCN events, including thePLT programme.
Oversee the PCN and OWI PCN Ltdmeetings and ensure that all actions are progressed as appropriate.
Performance management & finance
Ensure that national and local commissioner deadlines are met.
Produce performance and qualityreports on the delivery of the PCN schemes / Additional Roles Reimbursement Scheme(ARRS) staff to ensure the delivery of PCN objectives, indicators and targets.
Ensure that the PCN and OWI PCN Ltdsfinancial resources are managed effectively, developing and implementingfinancial plans and reporting progress to the PCN and OWI PCN Ltd Boards,working with the support of the PSO.
Collate feedback/analysis data toreport to the ICB and other organisations, as required.
Oversee the provision of keyperformance management data, as appropriate, including Investment & ImpactFund (IIF) indicators, working with the support of the PSO.
Ensure that the PCNs ARRS claims aresubmitted within the prescribed timescales.
Governance
Develop and maintain effective processesto ensure that the PCN adheres to its governance structure.
Ensure that OWI PCN Limited complies with itsstatutory requirements and company law.
Maintain conflict of interest registersfor the PCN and OWI PCN Ltd Boards.
Review, manage and report oncontracts held by the PCN.
Ensure the completion of audits,as required, and report the findings to the appropriate person/organisationwithin any time limits set.
Work to ensure equality and diversity legislationis adhered to in PCN activities.
Digital, IM&T and Information Governance
Ensure that the companys IM&Tequipment is effectively procured and maintained.
Ensure the companys compliance withthe GDPR, Freedom of Information and other relevant legislation andprofessional information management standards.
Manage the PCNs GP TeamNet portal inconjunction with the PSO.
Review and manage Data Sharing Agreements and Data ProtectionImpact Assessments.
Audit appropriate access boundaries to the SystmOne hub andGP TeamNet.
Reviewand improve the PCNs digital maturity and adoption of new technology toenhance patient access and increase PCN productivity and improve the careoffer.
Quality
Work with PCN colleagues and Practice Managers to ensureadequate responses to complaints and learning events, maintaining a register andimplementing learnings.
Create appropriate policies and procedures to ensure thesmooth running of the company and the PCN.
Usedata and population health management / risk stratification tools to understanddemand, capacity and activity and drive improvements in patient access, qualityand outcomes, operational efficiency and staff experience at work.
Relationship Management & Communications
Develop an effective communicationsstrategy and ensure effective communication is maintained within the PCN andwith commissioners and external stakeholders.
Work co-operatively with other PCN managers and ELR GP FEDLimited.
Represent the PCN with partnerorganisations as appropriate and agreed with the CD.
Build relationships and facilitatecooperation between practices to support joint working where appropriate.
Develop and manage the PCNs website,with the support of the PSO.
Service development
Maintain awareness of opportunities for PCN developmentincluding pilot projects for the ICS and develop business plans / applications,where appropriate, with approval of the PCN and OWI PCN Ltd Boards.
