Purchasing Officer Job Type: Temporary Contract Hourly Rate: £14.17 PAYE / £17.42 Umbrella Location: Hybrid Working Hours: Monday - Friday, 9am to 5pm We are seeking a Purchasing Officer to support the provision of policy, internal standards, and advice on the purchasing of IT products and services. This role involves the systematic identification, analysis, management, monitoring, and improvement of stakeholder relationships to target and improve mutually beneficial outcomes. Day-to-day of the role: Predominantly responsible for obtaining quotes from suppliers and managing the process flow from quotation to purchase, including all related administration. Maintain contracts or products using internal finance systems, Excel spreadsheets, digital filing systems, and supplier portals. Gain commitment to action through consultation and consideration of impacts. Embed relationship management approaches into processes, including roles and responsibilities, governance, policies, processes, tools, and support mechanisms. Combine formal and informal communication channels creatively to achieve desired results. Provide commercial governance, ensure conformance to legislation, and assure information security. Implement compliant procurement processes, considering both commissioning and supplier sides. Identify and manage suppliers to ensure successful delivery of required products and services. Support the development of organisational standards and guidelines for effective commissioning across the supply chain. Use market knowledge to inform tender specifications, ensuring detailed pre-qualification questionnaires and tender invitations are prepared comprehensively. Required Skills & Qualifications: Demonstrable experience in reviewing business cases (requirements, potential benefits, and options) and determining appropriate procurement routes (e.g., open market or collaborative framework). Experience leading a tender panel, achieving stakeholder consensus, and managing conflicting assessments. Proven ability in implementing stakeholder engagement/communications plans and developing/enhancing customer and stakeholder relationships. Demonstrable experience in collecting and using feedback from suppliers and stakeholders to measure the effectiveness of commissioning activities. Experience in supporting stakeholders to achieve best value and cost-effectiveness, with an emphasis on achieving efficiencies and continuous improvement.
