The Head of Technology and Data will lead and manage the department’s technology and data services, focusing on cloud infrastructure (Azure), integration, technology service architecture, and data architecture. This role includes governance of architecture models, operational monitoring, and compliance with policies, including recovery point objectives (RPO) and recovery time objectives (RTO).
The role requires managing a team, including the Deputy Head of Technology and Data, and providing oversight for projects, services, and suppliers, including SIAM partners. Responsibilities span governance of critical technology infrastructure, procurement evaluation, and ensuring ongoing compliance with security and operational standards.

Reporting and Relationships:

Key Deliverables:
* technology and data architecture models, maintained in BizzDesign and ArchiMate
* approved CAB submissions for significant technology and service changes
* risk, compliance, and performance reports, including RPO and RTO assessments
* updated policies and documentation for technology and data services
* performance evaluation reports for SIAM suppliers and external service providers
* governance and oversight reports for TAG and other senior stakeholders
Responsibilities
Scope of Responsibilities includes:
1. Leadership and Strategy:
* define and implement the department’s technology and data strategy, ensuring alignment with business goals and government requirements
* lead and manage the technology and data teams, including the Deputy Head of Technology and Data
* provide strategic leadership to governance bodies, including the Technical Advisory Group (TAG), with approval authority for major projects and initiatives
2. Technology Architecture:
* develop and oversee the architecture for core technologies, including Azure cloud services (IaaS and PaaS), networks, and firewalls
* ensure that architecture models are maintained using tools such as BizzDesign and ArchiMate
* approve significant technical changes through the Change Advisory Board (CAB), ensuring security, risk, and architectural alignment
* manage governance processes for BizzDesign models and technology frameworks
3. Data Architecture:
* develop and maintain the department’s data architecture, ensuring integration with technology services
* implement data governance practices to ensure data quality, security, and compliance with relevant policies and regulations
* support data-related projects with architectural input to ensure scalability, performance, and data integrity
4. Operational Monitoring and Compliance:
* oversee technology service monitoring and alerting, ensuring operational continuity and performance
* ensure compliance with RPO (Recovery Point Objective) and RTO (Recovery Time Objective) requirements across critical services
* implement risk management practices to identify, document, and mitigate risks related to technology services
5. Service Integration and Supplier Oversight:
* collaborate with the Service Integration and Management (SIAM) team to ensure seamless integration of technology services
* provide oversight for supplier performance, ensuring that service-level agreements (SLAs) are met
* participate in supplier evaluations during procurement activities, ensuring vendors meet technical and operational criteria
6. Project Support:
* ensure technology and data services are aligned with project needs, providing architectural oversight and strategic input
* work closely with project managers, technical leads, and business analysts to define and deliver solutions
* provide approval and guidance for technology components in projects, ensuring alignment with the architecture roadmap
7. Policy and Guidance:
* develop and maintain technology and data policies, ensuring they align with government standards and best practices
* provide guidance to teams and stakeholders on compliance, security, and operational requirements
* ensure policies are regularly reviewed and updated to reflect changes in technology or regulatory requirements
