Job description
You will be working on high value projects, programmes, and business as usual activities within CDIO Group. You will be responsible for:
* Leading analysis for CDIO business cases, contributing to cost and benefit determination for the Economic Case. This will focus primarily on delivering analysis for IT procurements or frameworks and ensuring the analysis influences and shapes strategic policy choices and final recommendations.
* Delivery of high-quality analysis to the standards set out in the green, aqua and magenta books.
* Supervise analysis informed by economic models, assuring all parts of the process (Inputs, Technical Operation, Outputs, Analysis, and Communication of results).
* Working alongside project teams to identify appropriate benefits of proposed Programmes and projects including oversight of the production of logic models and process of approvals.
* Providing relevant advice on appropriate qualitative and quantitative benefits to be used as part of the options appraisal to determine the best value for money.
* Business Case Writing Oversees and leads the planning, development, drafting, and production of Business Cases based on HM Treasury Green Book, Managing Public Money and Five Case Model guidance.
* Demonstrate understanding of the drivers of change, the strategic, commercial and operational elements of a project and the ability to convey this to senior stakeholders.
* Options appraisal - apply knowledge HMTs Green Book to assess benefits and costs of different options and help the organisation come to a preferred approach.
* Support the work of the Finance Team by providing challenge and quality assurance.
* Leading engagement across the wider team for training in CDIO and appropriate benefits forums.
* Have a can-do attitude, working within a large programme with significant immovable milestones, understanding the ask of you quickly and delivering solutions.
* Excellent project management and coordination skills working through a complex series of steps to ensure timely preparation of materials, alignment with stakeholders and decision makers.
* Prepared to challenge expert input sometimes at a senior level and responsible for ensuring the business understands, and complies with, wider organisational and HM Treasury requirements within business case development.
* Uses lessons learned from similar projects to inform business case preparation.
* Business Case Support Devise and provide guidance and advice to project managers on the requirements and development of business cases, using (or creating) organisational templates and HM Treasurys 5 case model.
* Business Case Governance Present Business Case rationale to senior managers and project governance forums, work with key stakeholders to anticipate and mitigate issues and delays while engaging with senior management. Resolve conflicts on timelines, constantly thinking ahead to resolve blockers to streamline governance in an agile environment.
* Ensures that all relevant organisational factors for change are incorporated within a comprehensive business case, and that there is a clear rationale for preferred option/s.
* Updating senior project sponsors as required.
* Benefits Facilitate and support engagement with stakeholders to identify, define, quantify and monitor benefits, negotiating with stakeholders including finance professionals.
* Stakeholder Management Manage and engage with key stakeholders to support the production of Business Cases and ensure linkage with benefits realisation.

Essential Criteria:
* To either be a badged member of the Government Economic Service (GES), or must be willing to apply for membership of the Government Economic Service should you be successful.
* Knowledge of HM Treasury Green Book, Managing Public Money and Five Case Model guidance.
* Ability to support the delivery of a rounded business case, demonstrating depth of knowledge across the following areas: strategy and economic.
* Experience of working on a complex programme with critical milestones.
* Experience of working with and managing a diverse range of grades and stakeholders within a highly governed organisation.
* Excellent communication, written and negotiation skills.
* Able to work on own initiative with limited supervision.
