*THIS POSITION RESIDES IN NORTH CAROLINA*
The Operations Manager will have direct oversight of contract performance specific to institutional specialty clinic services including compliance with current policies and procedures found in the BOP Program Statement P6000 Patient Care Series Policies for Medical and Health Services, Joint Commission Comprehensive Accreditation for hospitals. The Operations Manager is responsible for managing the day-to-day activities of the comprehensive medical services within contracted Federal Bureau site in Butner, North Carolina, assisting in evaluating current and proposed systems, recommending changes when necessary, and assisting in the implementation of new processes. The Operations Manager is responsible for ensuring and improving the performance, productivity, and efficiency of departmental and organizational operations through the provision of effective methods and strategies.
I. Operations
* Oversee and manage day-to-day medical services operations in contracted Federal Bureau of Prison sites.
* Manage, coordinate, and monitor the workings of various departments and providers at contracted Federal Bureau of Prison sites.
* Collaborate with Senior Level Management to help develop and implement business systems, including measures and controls for achieving contract compliance.
* Report regularly to the Director of Operations and recommend appropriate actions to ensure the continued operation of service delivery in conformance with the program’s master plan.
* Assist in the development of strategic plans for operational activities.
* Implement and manage operational plans.
* Establish organizational structures.
* Delegate tasks and accountabilities.
* Establish work schedules, supervise staff, and monitor and evaluate employee performance.
* Assist in the recruitment and placement of required staff.
* Facilitate coordination and communication between departments.
* Perform other similar and related duties as required or directed.
II. Client and Hospital Relations
* Ensure the integrity of the UMass contractual relationship with the Bureau of Prisons through close coordination with facility-based BOP management.
* Work in collaboration with site administration to implement process engineering related to improving provider coverage and productivity including problem assessment, planning and recommendations, implementation and monitoring for progress. Develop regular communication plans to report status to HCJP Senior Leadership, and BOP as appropriate.
* Serve as a liaison between the UMass Health and Criminal Justice Program and inmate treatment sites including community hospitals.
* Maintain professional relationships and communicate with clinic providers, working to resolve conflict and facilitate appointment scheduling and follow-up.
* Oversee provider credentialing; recruitment and retention programs for medical provider services in conjunction with applicable Commonwealth Medicine departments.
* Develop and maintain relationships with the community, contracted organizations, and physicians.
* Act as liaison with senior management.
* Manage customer support.
III. Utilization Management
* Reschedule all providers and clinic appointments when there are absences or cancellations for on-site clinic sessions.
* Develop and monitor Medical Provider schedules to ensure compliance with the contract-required staffing matrix, and to support maximum provider productivity.
* Review financial statements and data and utilize the data to improve profitability.
* Prepare and control operational budgets and control inventory.
IV. Performance Improvement/Compliance
* Ensure all products and services delivered to the BOP meet or exceed stated objectives and consistently comply with relevant contractual requirements and quality standards.
* Improve processes and policies in support of organizational goals.
* Formulate and implement departmental and organizational policies and procedures to maximize output.
* Promote service quality through comprehensive, reliable, and accessible systems of data collection and analysis.
* Monitor adherence to rules, regulations, and procedures.
REQUIRED QUALIFICATIONS:
* Master's Degree in business, health science administration, nursing, or related field, or equivalent required.
* Minimum 8 years previous operational management with program administration and healthcare.
* Strong background and work experience in Finance, budget development, and oversight experience.
* Knowledge and experience in organizational effectiveness and operations management.
* Knowledge and experience in business management and project management principles & practices.
* Knowledge of human resource principles & practices.

* Appointment is subject to satisfactory completion of urinalysis, physical, and background investigation. All applicants are subject to National Crime Information Center (NCIC) and credit checks.
* All applicants not currently working in an institution will be required to complete a qualification inquiry regarding convictions of misdemeanor crimes of domestic violence in order to be authorized to carry a firearm.
* This position has been identified as test designated. Incumbents will be subject to urinalysis testing under the BOP Drug Free Workplace Plan.
