Deputy Head of Contracting - Acute Services
Birmingham Women's and Children's NHS Foundation Trust
The post holder will support the Head of Contracting & Costing by leading on the negotiation and management of the Trust's acute contracts, with a particular emphasis on managing the delegation of specialised services to ICBs. They will be responsible for an acute contract budget of circa £550m, ensuring the Trust is providing value for money services that meet the demands of service users through proactive and effective contracting and commissioning arrangements.
Main duties of the job
This is a senior leadership role with autonomy to shape the Trust's contracting, finance and performance portfolio to ensure that our acute contracts are negotiated and managed effectively. The post holder will be required to influence decisions which will impact on the future strategy of the Trust, supporting the Head of Contracting & Costing and Divisional Directors in driving service transformation and change.

Qualifications
* Educated to Master's degree level plus further management and commissioning knowledge to post graduate diploma level, or equivalent relevant experience
* Postgraduate qualification in accountancy or contract law
* Project/programme management qualification or equivalent by experience
Knowledge & Nature of Experience
* Extensive knowledge of specialist areas (finance, contracting, performance)
* Significant experience in a similar role, or able to demonstrate level of experience commensurate with progression
* Extensive experience of working in a health care setting
* Experience and understanding of evaluating and measuring performance of health services
* Experience in the application of the NHS Standard Contract, with knowledge on its application and terms
* A sound understanding of NHS Finance and its applications
* Experience of managing and negotiating complex contracts
* Experience in production of performance/information reports and frameworks
* Understanding of current NHS policy and commissioning architecture
Professional/Managerial/Specialist Knowledge
* Evidence of leadership skills, strategic thinking and planning with political astuteness
* Ability to interpret national policy and apply to local situation
* Experienced in budget management and working knowledge of NHS financial processes
* Ability to develop, maintain and monitor information systems to support performance reporting and sound financial management
* To be conversant with financial management and data systems
* Ability to redesign local systems and procedures as necessary
* Ability to use the NHS Standard Contract to document contractual agreements and action contract variations as necessary to maintain an audit trail of any agreed changes to the contract
