Head of Finance (NICS)
Job Description:
VANRATH are delighted to be exclusively working with a well known Civil Service business based in the Belfast area, who are seeking to recruit a Qualified Accountant to become their Head of Finance. The successful candidate will play a key role in providing high-level financial management, ensuring robust financial controls, and supporting strategic financial planning and decision-making. This position requires a deep understanding of public sector finance, strong analytical skills, and the ability to communicate effectively with senior management and various stakeholders.
Key Responsibilities:
* Financial Management:
o Oversee the preparation and management of budgets, ensuring alignment with organisational goals and statutory requirements.
o Monitor and report on financial performance, providing insights and recommendations to senior management.
o Ensure accurate and timely financial reporting in accordance with relevant accounting standards and regulations.
* Financial Controls and Compliance:
o Implement and maintain robust financial controls to safeguard public funds.
o Ensure compliance with financial regulations, policies, and procedures.
o Conduct regular financial audits and risk assessments to identify and mitigate financial risks.
* Strategic Planning and Analysis:
o Support the development of long-term financial plans and strategies.
o Conduct financial analysis and modelling to inform decision-making and policy development.
o Provide financial advice and guidance to senior management and other stakeholders.
* Leadership and Collaboration:
o Lead and manage a team of finance professionals, fostering a culture of excellence and continuous improvement.
o Collaborate with other departments to ensure integrated and coherent financial management across the organisation.
o Represent the finance department in meetings and working groups, both internally and externally.
Qualifications:
* Professional Experience:
o Minimum of 5 years of experience in accounting or financial management, with at least 2 years in a supervisory role.
o Experience in the public sector or a similar environment is highly desirable.
* Professional Certifications:
o Qualified accountant with a recognised professional accounting body (e.g., ACCA, CIMA, ICAEW, CIPFA).
* Technical Skills:
o Strong knowledge of public sector accounting standards and financial regulations.
o Proficiency in financial management software and tools.
o Advanced Excel skills and experience with financial modelling.
* Soft Skills:
o Excellent analytical and problem-solving skills.
o Strong attention to detail and a high level of accuracy.
o Effective communication and interpersonal skills.
o Proven leadership and team management abilities.
