Split the requirements into 3 work areas: acquisitions and disposals, commercial property management, and valuation. Potential candidates could have experience in all areas or have specialised in one or the other but must have an aptitude to work independently and take a lead with their workload with minimal support and supervision.
Support the Council’s 5-year disposal programme of surplus assets. The role will be focused on the disposal/development of small to large scale allocated residential/commercial development sites. It is expected that the candidate will have experience of dealing with the sale of development sites from initial site preparation/feasibility, development/planning knowledge, valuation appraisals, marketing, negotiation, contract terms/agreements, through to completion. The candidate will also be expected to have excellent communication skills and developer relations alongside a strong knowledge of the residential market.
In addition, the Council has a programme of targeted property acquisitions that support a series of highway schemes and regeneration projects located throughout the borough. The candidate may be required to provide advice/investigate land and property acquisitions.
Key Responsibilities:
* Tenant (or landlord) liaison and dealing with tenant enquiries and disputes.
* Landlord and Tenant matters.
* Debt management.
* Dealing with tenant requests for alterations, assignment etc.
* New lettings and lease renewals including valuation for rents.
* Carry out land, property and site visits (in accordance with health and safety guidance), to undertake inspections, valuations, measurement of land, conduct negotiations, agree leases, tenancies, easements, investigate queries and complaints and respond.
* Deal with customer enquiries on land and property matters on the phone, in writing and face to face.
* Undertake any other duties commensurate with the role as requested by management.
* Provide structured and professional advice and develop effective strategies to encourage the growth of small businesses using assets.
Qualifications:
* Full Membership or Fellowship of the Royal Institution of Chartered Surveyors – General Practice and Valuation.
* Registered Valuer.
Knowledge:
* Detailed knowledge of general valuation and estate/asset management strategies and policies and the application of RICS Valuation - Professional Standards 2014 (Red Book) and Code of Conduct and CIPFA guidelines.
* Knowledge of Microsoft packages i.e. Word, Excel, Access.
* Knowledge of the acquisitions process including Compulsory Purchase experience if possible.
* Extensive commercial knowledge and experience.
Experience:
* Minimum of 12 months recent experience in a similar role or context and ideally within a public sector.
* Experience of general valuation and estate management.
* Significant post qualification work experience and full member of RICS.
* Experience of dealing with all aspects of letting and managing a commercial property portfolio, which includes town centre retail/shopping centres, out of town high street retail, heritage/culture assets, industrial estates, business centres, administrative buildings, community properties and leased land assets.
* Experience in undertaking residential valuations (Right to Buy) and/or local authority property asset valuations for financial accounting.
* Experience of acquiring a variety of properties and undertake valuations.

* High level of oral and written communication skills.
* Negotiation skills.
* Ability to manage workload effectively to meet performance targets.
* Ability to negotiate effectively and resolve conflicting interests.
* Ability to prepare reports and attend cabinet, regulatory boards, and scrutiny commissions in support of senior officers and to act as the representative of the council in meetings with developers, members of the public and other stakeholders.
