About the job.
We have an excellent opportunity for a Senior Procurement Manager to join the procurement team within the Business Services directorate. The team cover a wide range of procurement categories including Facilities and Estates, HR, Comms, Legal and Learning and Development.
In your role, you will be responsible for leading a professional team to design and implement procurement strategies resulting in the award of robust, fit for purpose contracts to support this overall activity. In doing so, you will need to influence and support business departments and leaders to help them achieve time, cost and quality objectives and best balance competing demands as might be the case.
* Lead a high performing team to deliver a consistent and high-quality approach to procurement strategy and the end-to-end procurement lifecycle which will result in best outcomes for programmes or projects.
* Line managing the team ensuring skills & capabilities are developed and performance is effectively managed to increase team and individual motivation and job satisfaction.
* Work closely with senior stakeholders to analyse business requirements, with market capability and capacity to meet these. You will use the outputs to develop effective supply solutions and market plans to meet organisational need and enable projects and programmes to maintain a consistent market-facing approach.
* Work with contract specialists to secure expert advice around procurement, resolving any issues/complexities and embedding them into procurement strategies. Award contracts and agree contract variations on behalf of National Highways.
* Up to date knowledge of changes in legislation, industry best practice and market conditions, using this to identify and support improvements or amendments to the departmental strategy alongside the Head of Procurement.
About you.
* Excellent understanding and experience of the procurement lifecycle and the legislation, policy, guidance and governance controlling the procurement environment.
* Undertaking market analysis and engagement to inform approaches to meeting business demand.
* Creating and publishing tender packs to marketplace (ITT, RFQ etc).
* Understanding the development and implementation of forms of contract, notably NEC.
* Professionally qualified or working towards CIPS qualifications or equivalent.
* Demonstrable stakeholder management experience.

External candidates will be offered a starting salary at the lower end of the pay scale, while current employees will be appointed in accordance with our established pay policy.
