We are now looking for a Development Management Team Manager to join our Planning Service and help us deliver high-quality planning solutions that benefit the local community and the environment.
As the Development Management Team Manager, you will play a pivotal role in managing and driving forward the future development of North Yorkshire. This is an exciting opportunity for an experienced planning professional to lead a dynamic team and deliver exceptional customer-focused planning services that exceed statutory requirements.
Key Responsibilities
1. Manage and lead a team of Development Management professionals to deliver a proactive, customer-focused, and compliant service.
2. Support the Service Manager in the delivery of a comprehensive programme of improvement, transformation, and cultural change within the team.
3. Ensure excellent performance, outcomes, and targets are achieved in line with the Council's vision and objectives.
4. Manage complex and strategically significant planning applications and appeals, ensuring consistency in decision-making.
5. Foster strong relationships with Members of the Council, statutory agencies, and external stakeholders.
6. Provide leadership, supervision, and technical guidance to staff, promoting professional development and ensuring staff are empowered to make informed decisions.
7. Oversee the preparation and organisation of Planning Committees, and represent the Planning Service at public meetings, hearings, and inquiries.
8. Manage the negotiation of community benefits through legal agreements, such as section 106 obligations and Community Infrastructure Levy payments.
9. Deputise for the Development Service Manager as required.
What We Are Looking For
We are seeking a highly motivated and experienced individual with the following:
Essential:
1. In-depth knowledge of planning legislation, policy, and guidance with the ability to apply it in practice.
2. Significant experience managing complex planning cases and leading on major planning applications and appeals.
3. Proven experience in a leadership role, with a strong ability to manage, motivate, and develop a team.
4. Experience of working effectively with elected Members and external stakeholders.
5. Strong organisational and project management skills, with the ability to work under pressure and meet strict deadlines.
6. Chartered membership of the RTPI or an equivalent professional body.
7. A relevant degree or post-graduate qualification in planning or a related field.
Desirable:
1. Experience presenting evidence at Public Inquiries.
2. A commitment to continuous professional development and maintaining up-to-date knowledge of planning legislation and best practices.
3. Strong IT skills, especially in using Microsoft Office and planning software.
