Senior Consultant Roster – Stabilisation & Development Programming We are seeking senior international development and technical consultants with 8 years of experience to support a large, multi-year project. Candidates should bring a strong background in at least one of: Stabilisation, Security sector reform, and Transitional justice, Fund/grant management, Peacebuilding, NGO and government capacity building. Prospective applicants should have experience in: Working with international donors such as FCDO, USAID, the UN, and others. Preferred experience in the Middle East. Languages, including Arabic (highly desirable). Significant senior-level experience in stabilisation, peacebuilding, or post-conflict development programming. Proven ability to lead complex, multi-stakeholder programmes. Strong track record in managing donor-funded programmes, particularly those funded by FCDO or similar agencies. Experienced in leading dispersed teams across multiple geographies. We are especially looking for experienced Grants Managers who have managed large-scale grant/fund disbursement projects of 20 projects/£10m total value, especially for international donors. Core Requirements (Consultant Roster): Strategic Leadership & Donor Engagement Serve as the lead representative for a donor-funded programmes focused on conflict-affected and stabilisation contexts. Shape and maintain strategy and vision in close coordination with the donor and sector partners. Ensure the delivery of high-quality outputs that inform donor policy and respond to strategic priorities. Represent the programme at key meetings and sector-wide coordination platforms. Lead engagement with other stabilisation actors and contribute to thought leadership within the broader sector. Potential to travel, live, or be deployed on rotation abroad. Programme Strategy & Technical Oversight Translate programme design into high-impact implementation, ensuring coherence across workstreams. Lead regular reviews to adapt delivery to evolving political and security contexts. Ensure strong value for money, effective risk mitigation, and results-oriented delivery. Serve as the focal point for security management, ensuring staff and operational safety protocols are in place. Lead coordination among consortium partners, reviewing roles and ensuring effective delivery and communication. Uphold a collaborative ‘one team’ approach across all delivery partners. Represent the consortium in strategic discussions with donors and other stakeholders. Budget & Fund Oversight Work closely with finance and operations teams to ensure accurate forecasting and delivery against budget. Lead on planning for scale-up and scale-down scenarios in consultation with the donor. Monitor partner and grantee expenditure to ensure strong financial performance and accountability. Team Leadership & Performance Management Build and manage a high-performing, motivated team with clear roles and responsibilities. Provide leadership and direction, ensuring clarity of vision and alignment with programme objectives. Oversee performance management, internal communications, and team utilisation.
