The post holder will provide team leadership for an effective and efficient maintenance repair service to a high quality on the full range of building fabric, Electrical and Mechanical engineering and electro medical services, plant, and equipment to various trust properties.
Main duties of the job
1. Take responsibility for day-to-day operational management of Community Estates Department, for the performance of the team to meet its targets for PPM and reactive works.
2. Ensure breakdowns and Planned Preventative Maintenance work undertaken is compliant with relevant legislation and guidance including NHS Health Technical Memorandum's (HTM's) Health Building Notes (HBN's), British Standards, whilst developing and managing the departmental risk register.
Job responsibilities
* Responsible for day-to-day operational management of Community Estates team, working to specific budgets, ensuring compliance with relevant legislation and guidance.
* Manage all tradespersons and Maintenance Assistants within the Community Estates Team, conducting performance reviews and identifying training needs.
* Support the development and implementation of the Estates Strategy based upon Trust and Atlas goals.
* Conduct multi-discipline surveys and support the production of management plans to ensure acceptable standards.
* Provide effective day-to-day management of the Community Estates team ensuring compliance with all existing legislation.
* Produce risk assessments and action plans for the department in line with Atlas procedures.
* Investigate incidents and produce reports in accordance with Atlas policies.
* Manage training within the department.
* Conduct complex testing, fault finding, and commissioning on engineering plant and equipment.
* Participate in the operation and control of planned maintenance schemes.
* Manage contractors to ensure compliance with Health and Safety legislation.
* Provide skilled technical support to Capital Project Managers.
* Undertake the role of Authorised Person for systems, maintaining records to meet operational and statutory requirements.
* Participate in training to learn new techniques and skills.
* Utilize computer hardware and software for reporting purposes.
* Organize materials requisitions and assist in purchasing.
* Promote a culture of responsiveness and customer care within the team.
* Investigate and promote new working practices.
* Support the Community Estates Manager during absences.
* Arrange service interruptions for maintenance and capital projects, ensuring all contingencies are covered.
* Assist with the implementation and management of an effective asset register.
* Prepare reports on complaints regarding services provided by the estates department.
* Develop relationships with Department Managers and other stakeholders.
* Ensure compliance with Atlas standing orders and financial instructions.
* Participate in the Atlas On Call Rota for out of hours Estates Management.
* Maintain records to facilitate safe operation of the estate.
* Manage an effective appraisal system for all staff.
* Undertake any other duties deemed appropriate.
Person Specification
Experience
* Extensive working experience in the Building Engineering Services environment.
* Experience of Supervising staff/Sub-Contractors.
* Sound knowledge of specialist services in Estates Management.
* Experience in a large industrial/commercial environment.
* Experience in an Acute or Non-Acute Hospital Environment.
* Working Knowledge of Health and Safety Legislation.
* A thorough understanding of healthcare engineering systems.
Qualifications
* Recognised Trade Apprenticeship in Electrical/Mechanical or Constructive Discipline.
* Engineering/Building Degree or HNC/HND in Mechanical/Electrical or Building Services.
* Authorised Person for Healthcare Technical Engineering Services.
* IOSH Managing Safely Qualification.
